Items). <br /> <br />Members Absent: <br /> <br />Commissioner Westrum <br /> <br />staff Present: <br /> <br />Phil Hals, Street/Park Department; Steve Ach, City Planner <br /> <br />Planning <br />Commissioners. <br />Present: <br /> <br />Chair Anderson, Commissioners Kuester, Mesich, Cote, Sullivan, <br />Thompson and Minton <br /> <br />Others Present: <br /> <br />Jeff Asfahl, Community Recreation <br /> <br />1. <br /> <br />Call Meetina To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Park & <br />Recreation Commission was called to order at 6:09 p.m. by Chair Dana Anderson. <br /> <br />4. <br /> <br />Joint Meetinq with Planninq Commission <br /> <br />4.1. ALC Location at Oak Knoll <br /> <br />The Park & Rec Commission and Planning Commission discussed an alternative <br />proposal for relocating the Alternative Learning Center (ALe) on existing Oak <br />Knoll Park property. The Park & Recreation Commissioners expressed concerns <br />regarding parking, traffic, loss of a ballfield, and possible loss of soccer fields if the <br />ALC expanded in the future. <br /> <br />4.2. Tree Preservation Ordinance <br /> <br />The Commissioners expressed their desire to work jointly to develop a tree <br />preservation ordinance. Ordinances from other cities will be reviewed and <br />discussed and a draft ordinance will be presented by jointly to the City Council. <br /> <br />4.3. Sidewalk Guidelines <br /> <br />a. Hiqhland Road Sidewalk <br /> <br />Members of the Planning Commission expressed their desire to have sidewalks <br />wherever possible throughout the city. Chair Dana Anderson indicated the Park & <br />Recreation Commission supports a sidewalk on the north side of Highland. Phil <br />
