.

.

.

Park & Recreation Minutes
April 16. 1997
. Page 3

Discussion followed regarding scheduling an early morning meeting with residents
east of Highway 1 69 to gather input on what type of facilities they feel would be
utilized at the water tower park site. Chair Dana Anderson suggested providing
some type of flyer to distribute to residents informing them of the proposed
meeting. Kelley Olen offered to act as spokesperson for the residents and
provided her telephone number (441-0979).

7.

Update on Master Park Plan Revision - Snowmobile Trails (Steve Rohlf)

Steve Rohlf explained that the City of Ramsey had changed their plan for
snowmobile trails. Mr. Rohlf recommended the proposed snowmobile trail head
on 165th A venue be eliminated and a new snowmobile trail connection with
Ramsey along 181 st A venue be planned. The Park and Recreation Commission
accepted this change to the Master Park Plan.

8.1. Review Concept Plan for CPDC (Waddy Schulze Property)

John Payton - Senior Associate with Westwood Professional Services of Eden
Prairie, Homer Tompkins - Contractor Property Developers Company, and Ed
Hasek-Westwood were present to review changes in the concept plan which
were discussed at the March 12th Park & Recreation meeting.

Discussion followed regarding trails, sidewalks and main collector streets through
the proposed development. Commissioner Dave Anderson suggested the main
north-south street through the plat be widened so it could serve as a trail corridor.
The Planning Commission discussed whether a trail or sidewalk would be more
appropriate along this collector. It was agreed a sidewalk would be the best in
this situation.

The Park & Recreation Commission made the following recommendations:

- Eliminate the passive park in the northeastern area of the proposed plat.
-Add the southerly wetland area to the proposed centrally located park, and
expand to the east
-provide flat, greenspace area in proposed park for volleyball, basketball, play-
ground, etc.
-Developers work with the City Planner on the northern wetland/open space
area.

8.2. Review Hillside Estates Concept

This item was postponed to a future Park & Recreation meeting.

8.3. ReviewPreliminarv Plat for John Lundberq

John Lundberg is requesting to subdivide approximately 40 acres into 3 residential
lots about 2.5 acres in size and a remaining 62.5 acre parcel. The subject
property is located on County Road 1 and 207th A venue alignment.

COMMISSIONER OLSON MOVED THE PARK & RECREATION COMMISSION
RECOMMEND A CASH PAYMENT TO MEET PARK DEDICATION REQUIREIMENTS.
COMMISSIONER HUBERTY SECONDED THE MOTION.
