Park & Recreation Minutes
April 16, 1997
Page 2

explained it appears their best option to limit the city's liability from a skatepark is
for the advocates to organize as a non-profit organization with 501 C3 status and
manage the skatepark site. Lance indicated the cost to obtain the 501 C3 is $320.

.

The Park & Recreation Commissioners expressed their support for the project and
commitment to working with the youth in finding a site.

COMMISSIONER DAVE ANDERSON MOVED THE PARK & RECREATION COMMISSION
RECOMMEND APPROVAL OF THE EXPENDITURE OF $320 TO FINANCE FILING FEES
FOR 501 C3 NON PROFIT STATUS FOR THE SKATEBOARDING ADVOCATES.
COMMISSIONER WESTRUM SECONDED THE MOTION. THE MOTION CARRIED 5-0.

6. Park Development East of Hiqhway 1 69

Councilmembers Roger Holmgren and Daryl Thompson were present to discuss
their concerns regarding development of park facilities east of Highway 169.
Residents have expressed strong interest in developing recreational opportunities
such as a basketball half-court and open space for softball or football.
Council member Holmgren indicated he toured area 24 by the water tower with
Marly Glines and felt this area should be developed as a park as soon as possible.
He felt the volleyball/basketball court in area 6 needs to be moved over
approximately 20 feet since it currently is located on the top of a hill and users
must continuously chase balls down the hill. Discussion followed regarding the
water tower site.

Tom Cruz, resident east of Highway 169, indicated he was aware of funding issues.
but felt there is a great concern among the residents east of Highway 169
regarding the lack of parks.

.

Commissioner Dave Anderson explained the Master Park Plan identifies a. park
area at the water tower site. Mr. Cruz questioned whether or not there are plans
for future parks. Commissioner Anderson indicated future opportunities will
depend on development in the area.

Kelley Olen, resident east of Highway 169, asked what the residents could do to
expedite the process of developing the parks.

Steve Rohlf explained parks have been fairly well planned for the area, but the
city cannot predict when these areas will be developed for the park land to
become available. Steve suggested the residents help support the park
referendum if they are interested in development of parks. He also requested
their support for the County park issue at the June 3rd hearing in Becker at the
senior high auditorium.

Council member Thompson asked if there are plans to put up an outdoor
hockey/skating rink. Chair Dana Anderson indicated it is hopeful the referendum
will be successful so that those types of recreational opportunities can be
supported.

Commissioner Dave Anderson thanked Councilmembers Thompson and
Holmgren for their support.

.
