. . . 8.a. 9. Phil Hals gave the Commissioners the City of Ramsey public hearing notice for their park and trail plan to be held at Ramsey City Hall at 6:00 p.m., Thursday, January 12, 1995. Jeff Asfahl indicated that his wife Beth is on the Ramsey Park Commission and he would ask her to relay the information that the City of Elk River would like to connect trails with Ramsey wherever possible. Watercraft Races on lake Orono John Daniels spoke regarding holding a jet ski race in conjunction with the Sherburne County Fair. The organization does snowmobile races in the winter and as a point of reference in recent snowmobile race at Albertville, Minnesota, grossed over $100,000, and the local Jaycee Club received $15,000 for "Make a Wish Foundation". The ISOC organization maintains insurance coverage of $1,000,000 for spectator liability and grounds coverage. The proposed race would be a one day event for approximately five hours (possibly 11:00 a.m. to 4:00 p.m.) with an awards ceremony at 5:00 p.m. The Elk River Jaycees and the local Rotary Club are being contacted to participate as local sponsor organizations. The Jaycees would take care of the gate, concessions, parking, ambulance coverage, police patrol, and clean up. COMMISSIONER DANA ANDERSON MOVED TO RECOMMEND THAT ISOC BE ALLOWED TO USE ORONO PARK AND LAKE ORONO FOR A JET SKI RACE FOR ONE DAY IN JULY IN CONJUNCTION WITH THE COUNTY FAIR AS LONG AS IT IS SPONSORED BY LOCAL ORGANIZATIONS AND THE LAKE OWNER'S ASSOCIATION IS CONTACTED. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. Update on Minnesota Park and Trails Meetina at Sherburne County Chair Anderson spoke about the meeting with the Sherburne County Park Committee and representatives from the Trust for Public land and Minnesota Parks and Trails Council. These representatives made suggestions on how to organize grass roots support and start establishing an active park committee with the idea that a group of 200 to 250 volunteer park supporters would help convince the County Board to take a more active look at developing a park system. The County Park Committee is looking at ways to move forward with these ideas. 10. Oak Knoll Concession Stand Proposal Jeff Asfahl talked of the need for an Oak Knoll concession stand building, emphasizing the use of labor and donations from the users. Chair Anderson commented that he felt that the organizations should be able to furnish much of the labor and materials with the City coordinating the activity and possibly "fronting" the money. It was the consensus of the Park and Recreation Commission that the building project should include a storage area, concession area, and a covered picnic
