COMMISSIONER DALEIDEN <br />SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />. <br /> <br />5. Hillside Estates 4th Addition; Consider Park Dedication <br /> <br />Developers Marly Glines and Rick Foster presented a plan showing the proposed <br />development for residential homes. The developers pointed out two power line <br />easements and one natural gas pipeline easement that presently exist on the <br />property as well as the proposed streets and lot configurations. They also <br />indicated that the land is rolling with an elevation difference of fifty feet. <br /> <br />The plan as displayed showed no land to be dedicated as park land. <br />Commissioner Dana Anderson expressed a concern that due of the topography, <br />the proposed park did not contain a flat area large enough for a softball or <br />soccer field and perhaps the park should be larger or moved to another area of <br />the plat. <br /> <br />COMMISSIONER L1PETZKY MOVED TO ACCEPT A 3.75 ACRE PARCEL THAT LIES JUST <br />SOUTH OF THE HILLSIDE 4TH ADDITION FOR PARK LAND, AND THAT THIS PARCEL BE <br />ATTACHED TO THE HILLSIDE 4TH ADDITION PLAT. THE PARCEL BEING 3.75 ACRES THAT <br />LIES WEST OF THE NORTHERN NATURAL GAS LINE EASEMENT, NORTH OF THE NSP <br />POWER LINE EASEMENT, AND EAST OF THE CITY WATER TOWER. AFTER CREDIT FOR <br />THIS PROPERTY AND TRAIL LAND THAT IS DEDICATED TO THE CITY, THE REMAINDER OF <br />THE PARK DEDICATION FEE BE TAKEN AS CASH. COMMISSIONER O'BRIEN <br />SECONDED THE MOTION. THE MOTION CARRIED 6-1. Commissioner opposed. <br /> <br />. <br /> <br />It was the consensus of the Commission that City ownership of the NSP easement <br />would give adjacent green space to the park and other areas in the plat, but the <br />easement is not acceptable for general park purposes. <br /> <br />Commissioner Olson left at this time (8:20 p.m.) <br /> <br />A discussion was held regarding trail options. <br /> <br />COMMISSIONER ROLFE ANDERSON MOVED THAT A 33 FOOT WIDE TRAIL EASEMENT <br />PARALLELING AND IMMEDIATELY EAST OF THE NORTHERN NATURAL GAS EASEMENT <br />FROM 193RD AVENUE NORTHEASTWARD PARALLELING AUBURN STREET ON THE EAST <br />SIDE, ON THE BACKYARD SIDE OF THE EXISTING LOTS, TO THE CITY WATER TOWER <br />PARCEL AND A 30 FOOT WIDE TRAIL EASEMENT ON THE NSP POWER LINE EASEMENT <br />FROM THE EAST PLAT BOUNDARY TO THE WEST PLAT BOUNDARY IF THE NSP POWER <br />LINE EASEMENT DOES NOT BECOME CITY PROPERTY BE DEDICATED TO THE CITY. <br />COMMISSIONER O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />6. Adiournment <br /> <br />There being no further business, COMMISSIONER O'BRIEN MOVED TO ADJOURN THE <br />MEETING. COMMISSIONER ROLFE ANDERSON SECONDED THE MOTION. THE <br />MOTION CARRIED 6-0. <br /> <br />. <br />
