Park & Recreation Commission Meeting
June 8, 1994

Page 2

Recreation Commission should look at specific width requirements for trails as
they may relate to use as primary routes, collectors or secondary routes, and local
feeder routes, and incorporate the suggested widths into the Master Park Plan.

.

7. Ice Rink ImDrovements

Phil Hals explained the price estimates in his memo regarding ice rinks and that
the small rink in Barrington was unusable all winter and the one in Moldenhauer
Park received only limited use. After a lengthy discussion, it was the consensus of
those present that money should be spent to enlarge and improve the skating
rinks at Handke Pit and Lion's Park and that a rink on Lake Orono should be
constructed on a one year test basis without lights or warming house.

Chris Kreger offered to help secure a lining material that might work in Lion's Park
to provide a combination of volleyball pits in the summer and a skating area in
the winter. Staff was instructed to work up a plan and return to a future meeting
with ideas on how this might be accomplished.

8. Discuss Pathwav Liqhts for Orono Trail

Phil Hals reported that the quote for pathway lights along Orono Trail from Orono
Parkway to Orono Beach was $12,000. After a short discussion, it was the
consensus of the group that the Park and Recreation Commission should study
the issue further before making a decision on which trails should be lit.

9.

Lion's Park ImDrovements

.

Phil Hals reported that as part of the School Street and Jackson A venue project,
the City has the opportunity to collect 2 to 3 thousand cubic yards of crushed
concrete and up to 25,000 cubic yards of fill material that would be contractor
delivered to Lion's Park for use as trail improvements or to increase the size of the
sliding hill.

Commission members questioned if Lion's Park could be better drained to
provide several useable open fields. Phil Hals passed out a plan for a series of
drainage swales and culverts that might handle the drainage concerns. The
Commission members questioned if some of this fill material could be used to fill
the "hole in the ground" in the downtown area. Phil Hals stated that this was
possible.

The Park and Recreation Commission members on hand asked to go on record
supporting the fill material into the hole in the ground first with any excess being
used in Lion's Park.

10. Park CaDitallmDrovements

Phil Hals briefly discussed the City Council approved. list of Capital Park
improvements to give the Park and Recreation Commission an idea of proposed
projects and schedules for the summer construction season.

.
