Park & Recreation Commission Minutes
April 13, 1994

Page 2

circulated photos of the completed project. Dustin also thanked Pat Donovan
for his help with building the cone-shaped predator guards.

.

Kent Harrell suggested that the Boy Scout Troop will be contacted regarding the
ongoing maintenance of the mallard houses. The Commission members all
expressed their interest, support, and gratitude for this project.

5.2. Woodland Trails Park Water Impoundment

Chair Anderson reported to the Commission that another Boy Scout Troop has
shown an interest in doing a water impoundment on the drainage ditch in
Woodland Trails Park. It will be the Scout's responsibility to recruit help to
calculate the water levels and potential effects on area drainage. The plans will
have to be approved by a registered engineer, a neighborhood informational
meeting held, and DNR and City Council approval secured before any
construction can take place so this Scout would have a great deal of time
invested in the process alone.

5.3. Boy Scout Storaqe Buildinq on City Property - Dave Anderson

Chair Anderson reported that the Boy Scouts would like to build a 30' x 60'
storage building on Lot 4, Block 1, Ridgewood East 2nd Addition on 1911 h
A venue. Chris Kreger, Planning Commission Representative, stated that such a
building would need a conditional use permit requiring a public hearing at the
Planning Commission level and another at the City Council level.

.

COMMISSIONER DALEIDEN MOVED TO ADVISE THE CITY COUNCIL THAT THE PARK
AND RECREATION COMMISSION SUPPORTS THE CONCEPT OF THE CITY FURNISHING
PROPERTY FOR A STORAGE BUILDING FOR NON-PROFIT YOUTH ACTIVITIES ON CITY
LOT 4, BLOCK 1, RIDGEWOOD EAST 2ND ADDITION. COMMISSIONER DANA
ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.

5.4. Park Dedication Fees

Commissioner Dana Anderson raised the issue of Park Dedication Fees and
questioned if the fee schedule should be increased to make the donation of land
and the per unit fees more financially comparable so that developers are more
open to giving land for park property.

After a brief discussion, it was the consensus of the members that while they are
comfortable with the system as it is, there should be some research done by staff
as to the level of fees in other communities with the possibility of increasing park
dedication fees in 1995.

Commissioner Lipetzky arrived at this time (7:55 p.m.)

5.5. Park and Recreation Commission Committee Assiqnments

Chair Anderson led a discussion regarding a Park and Recreation Commission
member attending other City meetings such as Planning Commission, City
Council and Growth Management Committee.

.
