<br />Park and Recreation Commission Meeting <br />March 9, 1994 <br /> <br />Page 2 <br /> <br />5. <br /> <br />Consider Request from Dustin Harrell to Install Mallard Houses in Woodland Trails <br />Park <br /> <br />. <br /> <br />Dustin Harrell distributed pictures of a model of mallard duck nesting houses. <br />Dustin explained that it is his goal to establish 20 nesting houses on City property. <br />He also explained the construction of the nesting houses. The costs are <br />approximately $30.00 each. <br /> <br />COMMISSIONER OLSON MOVED TO APPROVE THE PROJECT AND LOAN MR. HARRELL <br />THE MONEY FOR START UP FROM CITY PARK DEDICATION FUNDS WHICH WILL BE <br />REPAID WHEN THE WATERFOWL ORGANIZATION FUNDS ARE AVAILABLE. <br /> <br />6. Consider Request from Pat Donavan to Construct a Battinq Caqe Facility on City <br />Property <br /> <br />Pat and Karen Donavan distributed flyers and information about a batting cage <br />facility. Their chosen location would be in the area of Oak Knoll athletic park. <br />The proposed building would be 120' x 120' and would inclUde slow pitch and <br />fast pitch softball and baseball from 40 mph to 70 mph, with extra areas for <br />pitcher/catcher practice and batting instruction area. <br /> <br />The building would be built by the Donavans and given to the City. All building <br />maintenance and insurance would be paid by the Donavans, who would be the <br />lessees/ concessionaires. <br /> <br />Chair Anderson asked Phil Hals to check with District 728 on their plans for <br />construction of a maintenance building in the Oak Knoll Park area. <br /> <br />. <br /> <br />The Commissioners discussed the issues relating to locating the building on other <br />city owned sites. It was the consensus of the group that they gather as much <br />information as possible and revisit the issue at next month's Park and Recreation <br />Commission meeting. <br /> <br />7. Consider Trail Width Standards <br /> <br />Chair Anderson lead the discussion on trail width stating that a 20' right-of-way for <br />a 12' wide trail should be considered because the side yard setbacks for homes <br />are 10' so that the trail edge will be only 14' from the side of the house. <br /> <br />Steve Ach suggested that major trail corridors be a minimum of 30' in width. <br /> <br />After a discussion it was the consensus of the group to wait until the Park and <br />Recreation Commission finalizes the trail system plan and the neighborhood park <br />plan and incorporate the right-of-way width into that plan. <br /> <br />8. Review Country Crossinqs Trail Corridor <br /> <br />Phil Hals requested that the Park and Recreation Commission revisit the trail <br />requirements for Country Crossings because some ideas have come forward <br />since the Park and Recreation Commission and Planning Commission had <br />considered the preliminary plat.
