<br />6. <br /> <br />Review Country CrossinGS Preliminary Plat <br /> <br />. <br /> <br />Phil Hals presented the proposed plan for the Country Crossing development. <br />Several Commission members expressed their concern over the density of this <br />plat. <br /> <br />COMMISSIONER L1PETZKY MOVED TO RECOMMEND TO THE CITY COUNCIL THAT A <br />20' WIDE TRAIL CORRIDOR BE ESTABLISHED; RUNNING NORTH AND SOUTH ALONG <br />THE EASTERN PLAT BOUNDARY WITH A 20' WIDE TRAIL ACCESS CORRIDOR FROM <br />GARY CIRCLE BETWEEN LOTS 7 & 8 AND FROM GARY STREET BETWEEN LOTS 18 & 19 <br />CONNECTING TO THE MAIN CORRIDOR. COMMISSIONER OLSON SECONDED THE <br />MOTION. THE MOTION CARRIED 6-0. <br /> <br />7. Woodland Trails Park <br /> <br />7.1. Cross Country Ski Groomino Policy <br /> <br />Phil Hals raised the following concerns regarding the ski trail grooming in <br />Woodland Trails Park: <br /> <br />1 . Should the City groom for recreational use or competitive events? <br />2. Should user groups such as School District 728 or other schools that hold <br />meets on the park trails be responsible for extra grooming costs? <br />3. How should grooming schedules be established? <br /> <br />After discussion on these issues it was decided that a sub-committee, consisting of <br />Dave Anderson, Mike Niziolek, and Phil Hals, come back to the full Commission <br />with some recommendations to resolve these issues before the fall of 1994 ski <br />season. <br /> <br />. <br /> <br />7.2. Park Usaoe for Competition Skiino <br /> <br />Phil Hals expressed his concern over the exclusive use of all park ski trails for <br />competition ski events that would eliminate any recreational skiing during these <br />events. Phil also raised the question if the groups holding competitive events <br />should be required to follow some sort of reservation procedure. After a brief <br />discussion this item was also forwarded to the sub-committee with the direction <br />that they return with a policy recommendation for a future Park & Recreation <br />meeting. <br /> <br />7.3. Community Development Grant Update <br /> <br />Phil Hals displayed a map of Woodland Trails Park showing the proposed <br />bituminous trails, crushed rock trails, grass trails, and a revised outline of estimated <br />costs for the community development grant along with the proposed <br />construction schedule. Several Commission members questioned the use of <br />crushed rock trails versus bituminous trails and requested that Phil Hals rework his <br />estimates for consideration at next month's meeting. <br /> <br />Commissioner Lipetzky left at this time (9:10 p.m.). <br /> <br />. <br />
