<br />Elk River Park & Recreation Commission Meeting <br />November 17, 1993 <br /> <br />Page 2 <br /> <br />Maria Dierks, Fresno street, expressed the neighborhood's frustration <br />with the lack of development in Moldenhauer Park. Ms. Dierks said that <br />she personally would prefer the installation of basketball or <br />volleyball courts. <br /> <br />. <br /> <br />Commissioner St. Dennis questioned residents as to how they would feel <br />with a compromise of several court type activities without lights. Mr. <br />Sunderman and Ms. Dierks were agreeable to basketball, volleyball, or <br />tennis. Mr. & Mrs. O'Keefe remained interested only in the open <br />land/landscaped park setting. <br /> <br />Phil Hals pointed out that if tennis courts were to be built in the <br />area, the three logical sites would be: 1) The 3.3 acre parcel now <br />under consideration; 2) the smaller area north of Orono Parkway and <br />west of Orono Road; 3) the open area northwest of City Hall that might <br />some day be used for a civic center addition. Mr. Hals also stated <br />that tennis courts are expensive to build so their location should be <br />as permanent as possible. <br /> <br />COMMISSIONER OLSON MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE 3.3 <br />ACRE SITE IN THE SOUTHEASTERN CORNER OF THE CITY HALL SITE BE USED AS A <br />PASSIVE LANDSCAPED PARK AREA. COMMISSIONER DALEIDEN SECONDED THE <br />MOTION. THE MOTION CARRIED 6-0. <br /> <br />6. <br /> <br />Discuss Proposed Civic Center <br /> <br />. <br /> <br />Commissioner Dana Anderson gave an update on the Civic Center proposal, <br />stating that the ice arena proposal is moving forward with the arena <br />location most likely to be on school property, but the rest of the <br />civic center components are pretty much "on hold". The Civic Center <br />Committee hopes to be able to use municipal bonds and avoid having to <br />go through a public referendum. <br /> <br />7. Work Session on Parks for Master Park Plan <br /> <br />Steve Rohlf presented his proposed revisions to the Master Park Plan. <br />He stated the four types of parks are neighborhood parks, community <br />athletic fields, community or regional parks, and special or unique <br />facility parks. Recommendations of the National Park Service are that <br />a neighborhood park serving 1,000 people, should be two to three acres <br />in size, should not require a resident to travel over 1/2 mile, and <br />should contain the following facilities: open play area; backstop; hard <br />court (basketball or tennis); trail or trail connection; playground <br />equipment; optional items (i.e., archery range, sliding hill, skating <br />rinks, volleyball courts). <br /> <br />Steve distributed maps to <br />outlined in yellow, existing <br />property in pink. <br /> <br />each Commissioner with the urban district <br />parks in green, and school district <br /> <br />Commissioner Lipetzky arrived at this time (8:15 p.m.) <br /> <br />Steve asked the Commissioners to mark the physical barriers on their <br />maps that would define park service areas. <br /> <br />. <br />
