Planning Commission <br />January 24, 2023 <br />There being no one to speak, Chair Larson -Vito closed the public hearing. <br />Page 2 <br />Moved by Commissioner Johnson and seconded by Commissioner Keisling to <br />recommend approval of the request by the City of Elk River for a Zone <br />Change from Agricultural Research (AR) to Business Park (BP) for Lot 1, <br />Block 1, and Oudot B, Natures Edge Business Center Third Addition. <br />Motion carried 7-0. <br />S. General Business <br />There was no reported general business. Rob Rydberg will take the February 21 city <br />council meeting. <br />6. Council Liaison Update <br />Councilmember Westgaard updated the Planning Commission of recent City Council <br />updates. <br />The Planning Commission recessed at 6:39 p.m. to go into work session. They reopened <br />the meeting at 6:42 p.m. <br />7.1 Proposed Lane Use, Zoning, and Ordinance Amendment ^ <br />Mr. Leeseberg presented the staff report along with a PowerPoint presentation. The <br />following Land Use areas were discussed: <br />■ Commercial node — CR 13 and Viking Blvd <br />■ Bowling alley site - Traditional Single Fam Res to MR <br />■ Guardian Angels - Multifamily to Neighborhood Commercial <br />■ Train station - Neighborhood Commercial to Business Park <br />■ Hwy. 10/169 (Kelley Farm) - Traditional Single Fam Res to HB <br />■ SE portion - Traditional Single Fam Res to Rural Residential <br />■ Cargill - Rural Residential to Agricultural <br />■ CR33 & CR1 - removed from the USD? <br />■ All ERX land - Highway Business <br />• Removed the Utilities & Railroad land use and placed those into Public/Semi- <br />Public <br />Mr. Leeseberg then discussed the following Zoning amendments: <br />■ Combine R1b, c, & d districts into one district (R2) <br />■ FAST - match existing zoning districts <br />■ Brentwood - R1 a to R2 <br />■ Significant R2 expansion — CR 13 and Tyler Street <br />■ Commercial node — CR 13 and Viking Blvd <br />■ Intro - I4 Rural Industrial <br />p I I E R E I <br />RI <br />NATURE <br />
