Explain the project purpose; if the project will be carried out by a governmental unit, explain the <br />need for the project and identify its beneficiaries. <br />The purpose of this project is to create new housing opportunities within the City ofElkRiver. <br />This project is not being carried out by a governmental unit. The need for this project is <br />demonstrated by the following goal of the Housing Plan laid out in The City of Elk River <br />Comprehensive Plan (October 18, 2021), hereinafter referred to as The Plan: `Encourage <br />residential development with a variety of housing types that fosters high quality, livable <br />neighborhoods to address the �reeds of existing and future residents ". Development of this project <br />would help the city meet these goals by providing new housing opportunities for existing and <br />future residents ofElk River looking for single family or multi family housing options. <br />e.
