Alternative methods of transportation include public transportation. The MetroTransit Elk River <br />station is located approximately two miles south of the project site. Additionally, abundant sidewalks <br />and bike trails are located throughout the City of Elk River. <br />2.4.2 Cumulative Potential Effects of Related or Anticipated Future Projects <br />Cumulative effects result from the incremental impact of the pYoposed project when added to otheY <br />past, present, and reasonablyT foreseeable future actions, regardless of �vhat agency or person <br />undertakes such other action. Anal`Tsis of cumulative effects are summarized below. <br />Site preparation work is anticipated to begin as soon as the Fall of 2022. Site construction will take <br />place over the course of four phases �vhich may last up to multiple �Tears dependent upon market <br />conditions. Construction activities will include tree removals, site earthwork, utilityT installarion, and <br />the construction of housing units, roads, walks/trails, and storm`vater ponds. <br />It is estimated that the project mayr result in up to appro�mately 3.92 acres of permanent wetland <br />impacts that will occur as a result of construction of the Project including the ghost plat areas. The final design will attempt to avoid and/or minimize impacts to the <br />extent possible. Should unavoidable impacts remain, the proper permitting processes will be <br />followed in accordance with the WCA and/or Section 404 of the Clean Water Act as applicable. <br />This process �vould involve applyTing for a replacement plan potentiallyT requiring compensatoryT <br />mitigation. The area of wetland impact and jurisdictional status of the wetlands will be deteYmined <br />byT the proper governmental agency during the permitting process follo`ving conclusion of the <br />environmental revie�v process. <br />An estimated 148 acYes of wooded land will be cleaYed to allow foY construction of the PYoject. <br />Based on historic aerial photography appro�matelyr 62 of those wooded acres used to be cultivated <br />for agricultural production through 2005, after which the land `vas left uncultivated and naturallyT <br />developed into its current state. It should be noted that many of the trees onsite aYe fallen, damaged, <br />or in poor condition. A tree preservation plan will be submitted to the CityT of Elk River for approval <br />prior to commencing construct�on. <br />Reasonably Foreseeable Future Pro�ects <br />Reasonably foYeseeable futuYe projects that mayr inteYact with environmental effects of the pYoposed <br />Project potentially include adjacent residential developments. The CityT of Elk River Comprehensive <br />Plan pYojects the cityr to experience consistent population growth through the yeaY of 2035. The <br />
