Risk Assessment <br /> <br />A team led by representatives of the new PMOC from Jacobs Civil visited the <br />NPO on August 2 and 3 to review project documentation. The team returned <br />August 9 through 11 for an on-site document review and corridor tour and <br />September 8 and 9 for a readiness assessment. A cost estimating workshop <br />was held October 5 and 6, 2005. The FTA and PMOC expressed concerns <br />regarding the BNSF negotiations agreement, level boarding, and the cost of <br />inflation (including that due to hurricanes Katrina and Rita). At that time, FTA <br />concluded that it would wait for the majority of the 60% design and associated <br />cost estimates to be produced in November before deciding whether to move <br />into a formal risk assessment. To be prepared, a two day risk assessment <br />workshop is tentatively planned for December 2005. <br /> <br />VI. Technical Capacity and Capability Review <br /> <br />The FTA and PMOC kicked off the Technical Capacity and Capability (TCC) <br />review September 26-28,2005. NPO presented three notable changes to the <br />project's organization: <br />· Bob McFarlin, Assistant to the Mn/DOT Commissioner, was inserted <br />near the top of the organization chart <br />· Pat Hughes, Mn/DOT Metro District Engineer, was made chair of the <br />Project Advisory Committee, replacing Ken Stevens <br />· Mn/DOT Metro R/W was placed in charge of property acquisition rather <br />than the Counties, with la Xiong the primary contact <br /> <br />PMOC interviewed much of the NPO staff.
