<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Urban Street Reconstruction Option <br /> <br />In the first option, Dodge Avenue would be reconstructed to a 42-foot width from face of curb to <br />face of curb. A 9-ton pavement design section will be built, meeting City standards, including <br />barrier concrete curb and gutter. As shown in Exhibit 2, the pavement section will consist of 3~ <br />inches of bituminous pavement and 7 inches of aggregate base. This is the same street section <br />built in the 1995 Dodge Avenue reconstruction project north of this project. The design of this <br />section is based on a number of factors, including traffic load and native subgrade soils. Soil <br />borings will be conducted to verify the final street section design. <br /> <br />An integral part of the street design is the concrete curb and gutter, which collects runoff and <br />directs it into the existing storm sewer inlets. Concrete curb protects the edge of the road and <br />adjacent boulevard area from erosion. The proposed concrete curb and gutter will be a barrier <br />type curb; similar to curb constructed on the Dodge Avenue previous projects. There are no new <br />storm sewer facilities proposed. <br /> <br />Concrete driveway aprons will be constructed as a transition from the street to the parking lots. <br />Each driveway will be reviewed during preparation of plans and specifications to determine the <br />transition required. The driveway aprons taper the gutterline grade to the top of curb grade. <br /> <br />Minor changes in grade or elevations may be necessary on some areas to improve storm drainage <br />from the roadway surface. Wherever possible, grade changes will be made to minimize the need <br />for storm sewer extension. Efforts will also be made to minimize the amount of driveway <br />restoration required. All driveways would receive a minimum 3-foot wide concrete driveway <br />apron where the existing driveway approach meets the new concrete curb section. <br /> <br />In accordance with City Council direction to constructing pedestrian trails with new street <br />construction, the proposed improvements also includes a sidewalk located on the east side of <br />Dodge Avenue. The sidewalk will be 5 feet to 6 feet wide, and will complete the sidewalk on <br />Dodge Avenue from Elk Hills Drive to 5th Street. <br /> <br />Reclaimed Bituminous Option <br /> <br />The second option would be to reclaim (grind up) the existing bituminous surface, then provide a <br />new bituminous overlay. After further analyses this option was determined to be not feasible. <br />The reason is that with this approach the elevation of the existing street grade would need to rise <br />2" - 4", as the existing bituminous is ground up to provide additional base material and then a <br />new bituminous surface is overlaid on the existing base. Given the relatively flat driveways into <br />several of the existing businesses, raising the street grade is not a viable option due to drainage <br />issues it would create.
