<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Informational Meeting Minutes <br />Dodge Avenue <br />Elk River City Council Chambers <br />Thursday, October 27, 2005 <br />6:00 p.m. <br /> <br />A. <br /> <br />Attendees <br />See the attached sign-in sheet. <br /> <br />B. <br /> <br />Presentation <br />City Engineer Terry Maurer went through the attached PowerPoint presentation <br />regarding the proposed reconstruction and assessment of Dodge Avenue. <br /> <br />C. <br /> <br />Questions/Answers/Comments <br /> <br />Q Josh Benson of NASCAR Lube asked for further definition of the <br />assessment amount and how the payment would work. <br /> <br />A. Terry Maurer explained the payment method and collection through the <br />County with the payments being due with real estates taxes. <br /> <br />Q Russ Nohra asked if there would be sidewalk continued all the way down to <br />5th Street. <br /> <br />A. Yes, the section would look exactly the same as the north part of Dodge <br />Avenue with concrete curb and gutter and a sidewalk on the east side. <br /> <br />C. Gary Santwire indicated that he had spoken with Lynn Caswell of John <br />Oliver & Associates and although he could not make it to tonight's meeting, <br />he was interested in having the road reconstructed and especially interested <br />in having the sidewalk continued down to 5th Street. <br /> <br />Q Josh Benson asked about business operations during construction activities. <br /> <br />A. Terry indicated that there would be no difficulty keeping customer traffic <br />able to access all of the businesses. The only difficult time will be when the <br />concrete curb and gutter and sidewalk is poured due to the set up time of 3 <br />to 5 days for the concrete. Businesses with only one driveway would have <br />that driveway poured in two pieces so that customers could access at all <br />times. Businesses with more than one access would have one poured and <br />then the other. <br /> <br />Q Russ Nohra asked what he needed to do to ensure that the project would <br />move forward. <br />
