3 The Noise Assessment Process <br />3.1 Noise Measurements <br />a. Collect background noise levels at receptor sites <br />b. Measure source noise levels to be used (if available) <br />3.2 Noise Predictions <br />a. Use simple spreadsheets with sound propagation formulas <br />b. Use computer models (proprietary models or internally developed models) <br />3.3 Determine compliance with Noise Standards <br />a. Compare predicted project levels with the L10 and L50 state noise standards <br />b. If levels exceed the L10 or L50 limits, go to 3.4 below. <br />3.4 Noise Control Measures (if needed or required) <br />a. Noise source testing (e.g. MN DNR rules on off-road vehicle) <br />b. Block sound paths (with enclosures, barriers or berms) <br />c. Treat noise sources or receptors <br />Example: MSP noise mitigation program — both sources and receivers <br />
