3 The Noise Assessment Process
3.1 Noise Measurements
a. Collect background noise levels at receptor sites
b. Measure source noise levels to be used (if available)
3.2 Noise Predictions
a. Use simple spreadsheets with sound propagation formulas
b. Use computer models (proprietary models or internally developed models)
3.3 Determine compliance with Noise Standards
a. Compare predicted project levels with the L10 and L50 state noise standards
b. If levels exceed the L10 or L50 limits, go to 3.4 below.
3.4 Noise Control Measures (if needed or required)
a. Noise source testing (e.g. MN DNR rules on off-road vehicle)
b. Block sound paths (with enclosures, barriers or berms)
c. Treat noise sources or receptors
Example: MSP noise mitigation program — both sources and receivers
