<br />. <br /> <br />Late 2003-The Personnel Committee receives a request to review the ice arena <br />maintenance supervisor position based on a recommendation from his supervisor <br />that there was a substantial change in job duties. <br /> <br />. <br /> <br />February 3, 2004-Mr. Davis completes a job analysis questionnaire resulting in a <br />position profile that is reviewed, corrected, and approved by Mr. Davis and his <br />Supervisor Rich Czech. <br /> <br />. <br /> <br />April 23, 2004-Personnel Committee reviewed position profile as approved by Mr. <br />Czech and Mr. Davis. Center for Evaluation Research assigned point value of 58 <br />points is approved by the Personnel Committee. <br /> <br />. <br /> <br />April 4, 200s-Personnel Committee discusses ice arena maintenance supervisor <br />position based on comments from ice arena manager indicating that Mr. Davis is not <br />pleased with the results of the Personnel Committee's recommendation. The <br />Personnel Committee discusses this request and recommends that since the process <br />was completed in accordance with the Personnel Committee guidelines, and since <br />the profile was approved by both the ice arena manager and the maintenance <br />supervisor, the Personnel Committee could not arbitrarily change the point value and <br />Mr. Davis would need to go through the formal appeal process to the city <br />administrator. <br /> <br />. <br /> <br />May 16, 200s-Position appealed to city administrator. Parks and Recreation Director <br />Bill Maertz, Rich Czech and Jerry Davis, along with city administrator Pat Klaers, <br />meet with the Personnel Committee to review Mr. Davis's appeal. Mr. Davis <br />presented his case on why he was not in agreement with the Personnel Committee's <br />recommendation. Based on the information presented and discussed at that meeting, <br />all present recommended that a new job analysis questionnaire be completed to <br />ensure that all of Mr. Davis's duties were included in a revised position profile. <br /> <br />o Bruce West spends several hours with Mr. Davis and Mr. Czech completing <br />a new JAQ. All agree that it fairly represents the duties of the position. <br /> <br />. <br /> <br />June 16, 2006-The Personnel Committee reviews the revised position profile <br />generated from the new JAQ that approved by the parks and recreation director, the <br />ice arena manager, and Mr. Davis. The Center for Evaluation Research assigns 58 <br />points to the position. This is the exact value that was assigned previously. The <br />Personnel Committee recommends that 58 points be assigned to this position. <br />However, the appeal to the city administrator will continue and the city administrator <br />will have the opportunity to over-ride the Committee's decision. <br /> <br />. <br /> <br />July 15, 200s-City Administrator Pat K.laers rules on the appeal and determines that <br />he "decided to reject the comparable worth point ranking for Ice Arena Supervisor <br />Jerry Davis." <br /> <br />You can see that this was a long and detailed process.
