<br /> <br />Item 9.5. <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Lori johnson for the Personnel Committee <br />joan Schmidt Dave Potvin <br />Bruce West Lauren Wipper <br /> <br />DATE: November 7, 2005 <br /> <br />SUBJECT: Comparable Worth Appeal of Ice Arena Supervisor jerry Davis <br /> <br />Jerry Davis, Ice Arena Maintenance Supervisor, is appealing to the City Council his <br />position's point value as assigned by the Personnel Committee following extensive review of <br />his position and as reaffIrmed by an internal appeal to the city administrator. <br /> <br />The fIrst attachment to this memo is a summary of titled Personnel Committee Overview <br />that provides additional information on the Personnel Committee's role, the pay equity law, <br />and the evaluating of positions. As you know, according the pay equity law, the city is <br />required to have a job evaluation system that determines the relationship of jobs to one <br />another. The city uses a system that was developed jointly by many cities in conjunction with <br />a consulting fIrm. Currently, the Center for Evaluation Research supports this job evaluation <br />system. They do a computer analysis to determine the point value of each position, typically, <br />based on a job analysis questionnaire 0AQ) completed by an employee. The point values <br />are assigned to positions based on the complexity of tasks, the importance of the position as <br />a whole and within the department, and unfavorable work conditions. Employee <br />performance, longevity, department size, and other factors are not determining factors in the <br />point value. The employee and department head review and approve the position prof1le <br />that is generated by the JAQ. This helps ensure that the point value is based on an accurate <br />list of duties and responsibilities of the position. The position is then placed on the city's <br />pay plan based on the point value. <br /> <br />Below is a brief outline of the process that has been completed to this point regarding this <br />position: <br /> <br />. <br /> <br />November 22, 1999- Jerry Davis hired to f1ll the ice arena maintenance supervisor <br />position.
