Albertville, Maple Grove, St. Francis, and 13 jurisdictions overseen by the private inspection company, Rum River <br />Consultants. <br /> <br />According to this comparison, Elk River’s building permit fees were, on average, significantly lower than peer <br />groups. Based on these differences, and an analysis of staff time spent on permits and inspections, staff is <br />proposing to adjust building permit fees to align with the average/lower average of the surrounding communities. <br /> <br />The proposed changes appear either as an increased flat fee, or as an additional plan review fee. The addition of the <br />plan review fee allows the city to recoup costs on the review and administration of the permit in addition to the on- <br />site inspection time. This change is consistent with the results of the fee comparison review. <br /> <br />Micro Loan Program (pg. 6) <br />Reviewed by the Economic Development Authority and reduced from $2,000 to $500. <br /> <br />Sanitary Sewer User Fee (pg. 8) <br />This is an annual increase according to fund analysis on bond repayment. <br /> <br />Open Burning Permit (pg. 11) <br />Fee listed incorrectly. Should be an annual fee, not per permit. Special Burn Permit fee eliminated per Council <br />approval of Ordinance Changes in 2022. <br /> <br />Fire Station Room Rental (pg. 12) <br />Fee for use of classroom, meeting room at Fire Station #3 for residents and non-residents. <br /> <br />Elk River Municipal Utilities (Exhibit C) <br />ERMU Commission adopted their fees in October.
