Adopt, by motion, an ordinance approving the 2023 Master Fee Schedule. <br />2. Adopt, by motion, a resolution for summary publication of the ordinance. <br /> <br />Background <br />Labor Rates <br />Various general labor rates are adjusted to reflect current labor costs more accurately within the respective <br />departments. Fees adjusted are Labor Rates, Staff Service, Police Reserve, and Off Duty Officer Services. <br /> <br />Licensing Fees (pg. 2) <br />Two new liquor permits authorized by the legislature and discussed by Council at a previous meeting. Growlers <br />Off-Sale permit reduced to $100 to better reflect actual cost. Cannabis license is a new fee and license. <br /> <br />Garbage, Sewer, Stormwater, SAC (pgs. 3, 4, 8) <br />Council reviewed during budget discussions. Extra garbage stickers were discontinued during the pandemic and <br />ERMU offices were closed. Residents now contact the hauler directly to schedule an extra trash bag pickup and pay <br />for it over the phone. <br /> <br />Wetland Conservation Act (pg. 4) <br />Wetland permit fees were changed from $40 to $200 in 2019. Review of wetland fees from surrounding <br />communities revealed that our fee is among the lowest. Staff proposes increasing this fee to $400 for a wetland <br />permit application and increasing the no-net loss review letter to $75 to account for staff research, investigation, <br />and documentation. <br /> <br />Shoreland, Filling & Grading and/or Alteration Fees (pg. 4) <br />Alteration fees were added to compensate for staff’s time required to address and mitigate an increased amount of <br />time working on shoreland filling, grading, and/or wetland violations. <br /> <br />Planning/Development Fees (pgs. 4-9) <br />Due to the absence of any major building permit fee changes over the past 10-15 years, the new building official <br />conducted a permit fee comparison with the surrounding communities.
