Discussion Items

6.1 Review ice user contracts

Building Superintendent Tim Dalton reviews ice contract highlights presented. The
main points and revisions of each contract were outlined on a worksheet and copies
of the working contracts were included in the packet for reference.

ERYHA Contract
Commissioner Westgaard states Elk River Youth Hockey is requesting $230/hour
for a two-year contract. He also notes there may be a turnover in the board next year
so they would like to solidify the rate if possible. YH is uncertain they will need the
1900 hours noted on the contract, but that this could be a “test year”. He added
mite levels have to end when the high school hockey tournaments are over. He asked
for leeway if they didn’t use 1900 hours.

Commissioner Hecker asks if Youth Hockey uses more than 1900 hours will they get
the same rate ($230/hour as opposed to $240/hour which was voted on previously)

Commissioner Loidolt suggests 1800 hours @ $230/hour for the first year and
1900 hours at $240/hour for the second year.

Commissioner Mike Westgaard notes if the rates were going to go up in the second
year, then youth hockey wouldn’t need to commit.

Vice Chair Peterson has reservations about the north end of the fieldhouse going to
just one user.

Commissioner Mike Westgaard replies it wouldn’t make sense for ERYHA to give
up their off-ice area because the cost for the north end of the fieldhouse is the same
price as twice the amount of space in their old facility.

City Administrator Cal Portner adds he will bring the COVID revenue loss info to
the City Council to get AARPA funds transferred to the FTCenter.

Commissioner Mike Westgaard notes ERYHA would like to be at the FTCenter if
there is room for negotiation on the space on the north end of the fieldhouse.

Vice Chair Peterson states he will not approve the contract unless the portion about
the fieldhouse is stricken from the contract.
