� <br />important pubiic health concerns, while the lack of aggregated knowledge of cannabis- <br />related health effects has led to uncertainty about the impact of its use 4 and <br />WHEREAS, 32.8 million Americans ages 12 and older reported using cannabis in the past <br />30 days, 49.6 million reported use in the past year,5 and 90 percent of adult cannabis <br />users in the United States said their primary use was recreational; and between 2002 <br />and 2019, the percentage of past-month cannabis users in the U.S. population ages 12 <br />and older increased steadily from 6.2 percent to 10.8 percent 6� and <br />WHEREAS, research has found cannabis use during adolescence, especially of products <br />high in tetrahydrocannabinol (THC), or heavy use, is associated with suicide attempt $ <br />high school drop-out,9 higher likelihood of use of other illicit drugs and experiencing <br />mental health impairment;10 and <br />WHEREAS the perception of risk from cannabis consumption has been falling steadily, <br />dropping from 58.396 to 31.196 among youth nationally between 2000 and 2016,11 and <br />just 17.1% among 12-17-year-olds in Minnesota in 2018/19;12 and <br />WHEREAS, reported past year vaping of marijuana by youth age 18-22 doubled between <br />2017 and 2018, with 20.8 percent of 12th graders, and 19.4°r6 of 10th graders, reporting <br />past year marijuana vaping;13 and <br />WHEREAS, in 2018 national marijuana use among full-time college students reached a <br />35-year high;14 and <br />4 The Health Effects of Cannabis and Cannabinoids: The Current State of Evidence and Recommendations for Research.
