HIGHWAY 10 CORRIDOR STUDY - FINAL REPORT <br />Corridor Safety <br />Crash History <br />Crash data from the Minnesota Crash Mapping Analysis Tool (MnCMAT) for the years 2015 through <br />2019 was reviewed. Within the past five years, 200 crashes have occurred on Highway 10 from 169 <br />to Alpine Drive (see Figure 16). Sixty-one percent of the total crashes occurred at intersections and <br />were mostly rear end and angle crash types (see Table 5). Majority of the rear end crashes were for <br />westbound vehicles at the signalized intersection of 171st Avenue which is the only signal in the <br />study area. The severity of crashes within the study area are illustrated in Figure-17. Note that of the <br />crashes reviewed, two were fatal, and five involved serious injuries. <br />Crash Analysis <br />There are numerous ways to evaluate safety along the corridor and at intersections, and in this study <br />the actual crash and severity rates were calculated and compared to the expected and critical crash <br />and severity rates for intersections and segment with similar characteristics (see Table 6). This <br />approach was used to determine the statistical significance of the amount and severity of the <br />crashes that have occurred. In general, the expected crash and severity rates represent the average <br />rates for intersections with similar characteristics. An above expected crash rates does not <br />necessarily indicate a crash issue, however a crash or severity rate above the critical rates indicates <br />an issue area that needs to be investigated further to determine if there are any engineering <br />solutions to address the statistically significant crash issue. <br />Based on this approach, the study corridor has both a crash and severity rate above the respective <br />critical rates, which indicates a crash issue. Most of these crashes occurred at 171st Avenue, which <br />is the only signalized location within the study segment. The intersection of 167th Avenue has an <br />above average severity rate, but the rate is below the critical rate. This higher rate is likely <br />associated with one of the fatal crashes that occurred at this location. The Intersections of 173rd <br />Avenue and 165th Avenue had crash rates just under the statewide expected crash rate. As part of <br />the alternative development process, potential solutions to these issues will be identified and <br />evaluated.
