<br />I <br /> <br />U !J!J@[2ffDO~ff!lJ[2 <br />. @@[2f1]O[g)@[2 <br /> <br />Executive Committee / Capital Budget Committee Agenda Item #6 <br />NCDA Agenda Item #2b <br /> <br />.~ <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />September 30,2005 <br /> <br />TO: <br /> <br />Executive Committee / Capital Budget Committee <br />Northstar Corridor Development Authority <br /> <br />FROM: <br /> <br />Staff <br /> <br />RE: <br /> <br />Northstar Commuter Bus Agreements <br /> <br />At its meeting on June 2, 2005, the Northstar Corridor Development Authority (NCDA) agreed to <br />continue operations of the Northstar Commuter Bus for one year, from October 1, 2005 through <br />September 30,2006 and increase the fares by $0.75 per ride to/from the Elk River Station. The <br />NCDA also approved an additional $251,529.00 in funding for commuter bus services in the <br />NCDA's 2006 budget to be allocated 1/3 to the NCDA, 1/3 to Anoka County and 1/3 to <br />Sherburne County. As in previous years, federal funds are available to assist in payment of the <br />capital lease payments. For the next year, $380,765.00 will be provided pursuant to a grant <br />agreement with Mn/DOT. Additionally, the NCDA has an agreement with Metropolitan Council <br />for fare reimbursement. An amendment to this agreement is needed in order to reflect the new <br />fare structure and to extend the term. <br /> <br />In order to continue the bus service for another year, it is recommended that the NCDA amend <br />the following agreements: <br /> <br />1. Mn/DOT Grant Agreement #87195 for federal capital lease payments for coach lease in <br />the amount of $380,765.00. <br /> <br />2. The agreement for Transit Convenience Fares Reimbursements with the Metropolitan <br />Council. This agreement defines the reporting procedures required of the provider, fares <br />that are eligible for reimbursement, cash value of the reimbursable fares, and required <br />methods for the reimbursement process. <br /> <br />The commuter coach budget for the operating year of October 1, 2005 through September 30, <br />2006 is attached. <br /> <br />Action Requested: <br /> <br />That the Executive Committee/Capital Budget Committee recommend <br />that the NCDA authorize the Chair to finalize negotiations and execute <br />the above listed amendments. <br /> <br />Northstar Corridor Development Authority <br />21003 A\enue.
