<br />1. Project risk assessment. Marsh will conduct a comprehensive risk <br />assessment to identify exposures arising in the construction and operation <br />of Northstar. Based on identified exposures, Marsh will design a risk <br />mitigation plan to finance or transfer identified risks. <br /> <br />2. Project consulting services. Marsh will consult with the NPO on <br />appropriate risk and insurance provisions in construction contracts and, <br />importantly, will advise the BNSF negotiating team on provisions relating <br />to indemnification and insurance. <br /> <br />3. Insurance placement and administration. Marsh will design, marketand <br />negotiate the insurance program for the project, including coverage for <br />builder's risk, rolling stock, railroad liability, railroad protective, <br />environmental liability, and project professional liability. <br /> <br />4. Optional services relating to claims/loss control and safety services. At <br />the request of the project, Marsh and its DBE subconsultant will facilitate <br />the adjustment of claims and losses and address safety issues. <br /> <br />The Marsh contract was procured in accordance with NCDA, Mn/DOT, and FT A <br />procurement policies. <br /> <br />XII. Land Use <br /> <br />The Northstar Project Office met with staff from the cities of Anoka, Big Lake, <br />Coon Rapids, Elk River and Fridley in July 2005 to discuss concepts for transit <br />oriented development adjacent to the commuter rail stations. <br /> <br />XIII.
