Request for Action <br />ver <br />To <br />Item Number <br />Planning Commission <br />4.3a <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Public HearingsJune <br />28, 2022 <br />Chris Leeseber , Senior Planner <br />Item Description <br />Reviewed by <br />Riverside Development Company — <br />Jennifer Green, Sr. Administrative Assistant <br />Reviewed by <br />Parcel #75-001-2401 <br />Zone Change from R1c to PUD, <br />Case No. ZC 22-05 <br />Action Requested <br />Recommend, by motion, approval of an ordinance to rezone certain <br />property from Single Family Residential (R1-c) to Planned Unit <br />Development (PUD) for the following reason: <br />The rezoning is consistent with the City of Elk River Land Use <br />Plan adopted as part of the City of Elk River Comprehensive <br />Plan. <br />Background/Discussion <br />The subject property is 17.56 acres in size and located west of Fillmore <br />Street at the 1781h Avenue alignment and is zoned Single Family <br />Residential (R1-c). The applicant is requesting a Zone Change to a <br />Planned Unit Development (PUD) to develop a detached townhome <br />development. The proposed subdivision will consist of 43 lots and <br />three outlots. The outlots are encumbered by overhead power lines <br />and wetlands and will not be developed in the future. <br />The proposed zone change is consistent with the multiple family <br />residential nature of the area with townhomes just north of the subject <br />property. <br />Comprehensive Plan <br />The Comprehensive Plan guides the property as Traditional Single -Family Residential which predominately <br />consists of single-family detached homes occupying moderately sized lots. This land use is the most prevalent <br />residential type within the Urban Service Area and consists of a range of neighborhood typologies, including the <br />historic grid block pattern neighborhoods surrounding the downtown and newer curvilinear block pattern <br />subdivision developments in the north, east, and west. This land use, while predominately single-family detached, <br />should accommodate single-family attached, townhomes, and duplexes at transitional areas on the edges of these <br />neighborhoods, along primary transportation corridors, and adjacent higher intensity uses such as multi -family or <br />commercial. <br />The Elk River Vision P I 1 E I E I s r <br />A avelcoming community With revolutionary and spirited resourcefulness, exceptional NATURE <br />service, and community engagement that encourages and insires pro perity.
