DEPARTMENT OF <br />TRANSPORTATION <br />May 6, 2022 <br />Mr. Chris Leeseberg <br />Senior Planner <br />City of Elk River <br />RE: C.S. 7106; R.P. 163.467 (US 169) <br />ERX Motorsports Park CUP Review <br />Elk River, Minnesota <br />Dear Mr. Leeseberg: <br />District 3 - Planning <br />7694 Industrial Park Road <br />Baxter, MN 56425 <br />218/828-5700 or 1-800-657-3971 <br />MnDOT District 3 staff have recently exchanged several emails with you related to the ERX Motorsports Park <br />CUP. We also have recently discussed the review items with our District 3 Development Review Committee. <br />Through these emails and the DRC discussion a few issues have been brought forth surrounding the ERX CUP <br />application. The related discussion and comments surround the current operations of ERX and its impact on US <br />169 and how future expansion of ERX, particularly entrance accesses to US 169 may need to be addressed. <br />Our comments are structured into two parts. The first part pertains to our official review and comments of the <br />CUP that is required pursuant to the provisions of Minnesota Statutes 505.03, Plats and Surveys. The second <br />part of our review consists of general comments pertaining to access to US 169 as ERX expands and adds <br />entrance access points to the highway from its various parcels. <br />Formal CUP Comments: <br />1. MnDOT District 3 staff have reviewed the CUP materials provided by the City and this review has triggered <br />discussion of future growth of ERX and access needs to serve the facility and their seven parcels. <br />2. There can be no encroachments to US 169 from the ERX parcels. <br />3. Recommend no net gain in access to US 169 as ERX operations expand to the north and parcels added to <br />this operation. Any new access requests would require the removal of one or more of the existing entrances. <br />4. Any CUP development proposed for the ERX property bordering US 169, shall have no net increase in storm <br />water runoff to the highway right of way. <br />5. Since the property abuts MnDOT right of way, a permit is required to perform any work that may be <br />performed within the State owned right of way. Contact Mark Renn, District 3 Permits Supervisor, at <br />320/223-6522 for permit information. <br />General Comments: <br />1. US 169 is a heavily travelled principal arterial expressway. Access should be limited to preserve the mobility <br />of the highway and ensure safety. Discussion that ERX currently has 3 direct accesses to US 169. There are <br />additional access openings to the north. Originally, there was a plan to require all access to the property via <br />Brook Road to the east. <br />An equal opportunity employer <br />
