Changeable Copy Sign Section 30-880 states the subject parcel is allowed one freestanding sign, not to exceed 150 square feet with a maximum height of 30 feet. One freestanding sign may be permitted for every 1,000 feet of street frontage measured along a single street. Additional sign(s) shall be subject to the size and height limitations of the first allowed freestanding or monument sign and may be placed no closer than 500 feet to any other freestanding or monument sign. The applicant is proposing a 30-foot-tall sign with approximately 70 sq. ft. of changeable copy. They are exploring two overall square footages. The Planning Commission review is only for the changeable copy and the overall sign will require a building permit. With the standards set forth in Sec. 30-864 (e), the use should not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city. Applicable Regulation In approving a Conditional Use Permit, the council may impose such specific conditions with regard to the development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any potentially adverse effects upon adjacent properties, the neighborhood or the city. The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: Weill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort, convenience orgeneral n elfare of the neighborhood or the city. The property has been operating as an off -road racing facility for several years and as the main uses on the campus are racing in nature, varying levels of noise are expected. By far, the most common complaint the city receives about ERX is noise, with traffic being second. To help the general welfare of the area, hours of operation need to be in place. Staff recommends the current hours of operation continue as follows: a. Sunday through Wednesday 7:00 a.m. — 9:00 p.m. b. Thursday 7:00 a.m. — 10:00 p.m. C. Friday and Saturday 7:00 a.m. — 11:00 p.m. d. Five (5) three (3) day events per year, by special event permit, will be granted for extended hours to midnight. The applicant is requesting the hours operation on Friday and Saturday be extended by one hour from 7:00 a.m. — 12:00 a.m. 2. Wlill be consistent with the Comprehensive Plan. The property has a land use designation of Highway Business. The Highway Business category primarily consists of a mix of auto -oriented retail and service businesses, restaurants, and community and regional scale shopping centers. Highway Business uses are located along Highway 169 and Highway 10 and have high visibility from these corridors.
