Parks & Recreation Commission Minutes Page 2 <br />March 14, 2018 <br />involved with Elk River Youth Football. <br />4.5 Eagle Scout Project Presentation <br />Greg Headly with Becker Boy Scout Troop #92 presented adding a Bike Fix -it Station at <br />Hillside City Park as his Eagle Scout Project. After researching needs of area parks he <br />discovered that the Hillside City Park had a Fix -it Station listed in its Park Master Plan. <br />The station will provide access to mountain bikers a place to do emergency repairs and <br />adjustments and will cost approximately $1500-$2000. Funds will be raised through <br />fundraising. <br />S. Action Items <br />5.1 Park Dedication - Riverplace Second Addition <br />Mr. Benoit presented his staff report along with explaining what Park Dedication is for the <br />new members. <br />Chair Anderson asked if there was any interest in adding a connection to the lake. <br />Commissioner Niziolek shared that it would be nice to have river access on that side of <br />town. <br />Mr. Rathbun asked what the scope of the access woWd be, like a =oe landing. <br />Commissioner Niziolek stated that a canoe/kayak landuig would be desirable. <br />Chair Anderson stated it would be access for the development not the whole community. <br />Mr. Hecker reminded the commission members the motion is for cash or lead and that <br />planning staff have worked with the developer in what you are discussing. <br />Commissioner Soltvedt stated the access would need to be for neighborhood only and <br />cash would be nice for the whole parks system and would benefit more residents and that <br />there may be a different opportunity later with Camp Cozy. <br />Commissioner Niziolek stated that it would be nice to have access to the river for the <br />neighborhood <br />Moved by Commissioner Niziolek and seconded by Commissioner Rathbun to <br />consider a small access point defined by the devekoper with a width of 50& with the <br />,—intent-to—connect the neighborhood with the river with kayaks and canoes.
