<br />o <br /> <br />o <br /> <br />o <br /> <br />Planning Commission Minutes <br />February 22, 1983 <br />Page Nine <br /> <br />Discussion followed regarding enforcement of the ordinance and the issuance of <br />building permits. <br /> <br />Chairman Tracy called for a 10-minute recess. <br /> <br />10. Consider Ordinance Amendment 83-2 - Planning Commission Holding Public Hearings <br /> <br />Chairman Tracy discussed the possibility of the Planning Commission holding public <br />hearings. <br /> <br />Commissioner Pearce indicated that it was, in November, the feeling of the majority <br />of the Planning Commission to hold public hearings. <br /> <br />Rick Breezee stated that because of the new 7-member Planning Commission, he would <br />like their opinion. <br /> <br />Commissioner Hartman indicated that whether the Planning Comm,ission votes yes or no, <br />the City Council will decide anyway. <br /> <br />Chairman Tracy indicated he felt it will be up to the City Council whether the Plan- <br />ning Commission holds public hearings or not. <br /> <br />Rick Breezee indicated that if through discussion tonight, the majority of the Plan- <br />ning Commission didn't want to hold public hearings, then the City Council would look <br />into it. <br /> <br />The City Planner indicated that 3 years ago, the City Council wanted to hold the <br />public hearings. The City Planner also discussed the aspects of public hearings - <br />the thoughts would be directed to the City as a whole. <br /> <br />Chairman Tracy indicated it is very difficult to make decisions without involving <br />people. <br /> <br />The City Planner discussed the aspect of people being invovled and that people who <br />are opposed to something show up for the public hearings. <br /> <br />Chairman Tracy indicated he was opposed to public hearings being held by the Planning <br />Commission; wasting time talking about it now and further indicated the Planning <br />Commission cannot switch back and forth. Chairman Tracy indicated that whatever the <br />City Council decides, the Planning Commission must stay with that decision. Chairman <br />Tracy indicated he felt that public hearings makes it harder to make decisions. <br /> <br />The City Planner indicated the Planning Commission should rely on staff's opinion <br />more heavily', <br /> <br />Commissioner Tralle indicated that the City Council should hold public hearings and <br />further indicated the purpose of the Planning Commission is to look at land use and <br />leave "politics" out. <br />
