<br /> <br /> <br />o <br /> <br />Planning Commission Minutes <br />September 25, 1984 <br />Page Three <br /> <br />General discussion was held regarding temporary conditional use permits. It was <br />the major consensus of the Planning Commission members that decisions such as a <br />temporary trailer being placed on a lot while a home is being built could be <br />handled at staff level. <br /> <br />Commissioner Tralle questioned whether agricultural building variances could be <br />handled at staff level instead of going through Planning Commission and City <br />Council. Commissioner Wille indicated that he felt there could always be a <br />neighbor who would complain, and therefore, he felt this should be handled <br />through a public hearing at Planning Commission level. Acting Chairman Pearce <br />and Commissioner Wilson indicated that they agreed with Commissioner Wille. <br /> <br />Discussion was also held regarding the fact that word is out that Elk River is <br />a hard town to build in and that there are too many restrictions for the builders <br />in Elk River. It was felt that the builders were avoiding Elk River because of <br />these restrictions. <br /> <br />Discussion was held regarding the Planning Commission as working in the Planning <br />part of that commission. It was felt by the Planning Commission members that they <br />were doing mostly zoning and no planning. Commissioner Oster indicated that the <br />Downtown Redevelopment Committee has planned for redeveloping downtown Elk River, <br />and the Planning Commission has no idea of what type of redeveloping is going to <br />take place. Commissioner Oster felt that this was a good example of the Planning <br />Commission not getting in on any of the planning. <br /> <br />It was indicated that the Planning Commission would like to discuss the duties of <br />a Planning Commission Member at their next meeting. <br /> <br />Acting Chairman Pearce stated that the City has no long range plans for the City <br />of Elk River, and indicated that he felt we need at least a25 year long range <br />plan. <br /> <br />COMMISSIONER TRALLE MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE CONDITIONAL <br />USE PERMIT FOR TEMPORARY TRAILERS ON PROPERTY WHILE A BUILDING IS BEING CONSTRUCTED <br />BE HANDLED BY THE CITY STAFF. COMMISSIONER OSTER SECONDED THE MOTION. THE MOTION <br />PASSED 6-0. <br /> <br />Commissioner Oster indicated that he would like to see the planning activities of <br />the Planning Commission activated. <br /> <br />6. Election of new Chairman and Vice Chairman for the Elk River Planning Commission. <br /> <br />COMMISSIONER OSTER MOVED TO APPOINT COMMISSIONER PEARCE AS CHAIRMAN OF THE ELK <br />RIVER PLANNING COMMISSION MEETING. MOTION DIED FOR LACK OF SECOND. <br /> <br />COMMISSIONER WILSON MOVED TO ELECT JIM TRALLE AS CHAIRMAN AND DON WILLE AS VICE <br />CHAIRMAN. COMMISSIONER TEMPLE SECONDED THE MOTION. THE MOTION PASSED 6-0. <br /> <br />Chairman Tralle indicated that he would like to see Planning Commission representation <br />at the City Council meetings on the 3rd Monday of each month. Chairman Tralle fur- <br />ther indicated that he would make a calendar and fill in the names of those Planning <br />Commission members who would be the representatives at the City Council Meeting, <br />
