S' TRAFFIC SOLUTIONS <br />April 13, 2022 <br />To: Dustin Heggem, Lowell 10 Partners <br />From: Vernon Swing, PE <br />Re: Traffic Study — Caribou Coffee, Elk River, MN <br />Per your request, SZ Traffic Solutions, LLC has reviewed the traffic conditions on Lowell Avenue NW at <br />TH 10 during the AM traffic peak to determine the viability of adding a 600 square foot Caribou Coffee <br />shack in the southeast quadrant of the intersection. (See Attached Vicinity Map and Site Plan.) The <br />proposed project will construct an approximately 600 square foot single lane drive -though only coffee <br />store (no indoor customer transactions occur). The site is served by a single driveway located on Lowell <br />Avenue NW approximately 90 feet south of TH 10. <br />To determine capacity of Lowell Avenue NW to accommodate the proposed coffee shop development <br />traffic data was collected, the trip generation of the proposed use was forecast, and a traffic queuing <br />analysis was conducted. This memorandum summarizes the findings. <br />Traffic Counts <br />The traffic data used in this study was acquired from two sources. SZ Traffic Solutions conducted an AM <br />Peak hour traffic count on April 7, 2022 on Lowell Avenue NW to capture the turns on and off of TH 10. <br />Also, traffic counts reported in the Elk River Downtown Traffic and Parking Study conducted by SRF <br />were used to document conditions on TH 10.
