DECKLAN <br />* * * G R 0 U P <br />April 13, 2022 <br />Zack Carlton <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />Dear Mr. Carlton: <br />Please find the attached responses to your letter dated March 15, 2022 regarding our proposed <br />development of the east corner of Lowell Ave and US Hwy 10. <br />We believe the content of this letter and its attachments will resolve all questions surfaced by city staff <br />and the Planning Commission on March 22, 2022. <br />Please reference our responses in BOLD below: <br />General Comments <br />• 1. Please provide a section illustrating the transition from the front door for 815 US Highway 10 <br />(former school district building) through the sidewalk, vegetated buffer, drive lane, and ending in <br />the turf island. <br />o See attached revised landscape plan. <br />• 2. Please provide a site plan that includes PIDs 75-405-0190, 75-405-0180, 75-405-0120, and <br />75-405- 0170 and demonstrates pedestrian and vehicular circulation in a larger context <br />southeast of Highway 10 and Lowell Ave. <br />o In addition to the traffic study provided, please see attached traffic and pedestrian <br />flow plan. <br />• 3. An architectural detail of the trash enclosure is required. The enclosure should reflect the <br />materials used in adjacent buildings. <br />o See attached "trash enclosure detail' regarding design and materials. <br />• 4. The central greenspace is required to be irrigated. <br />o Greenspace and planted areas will be irrigated accordingly as noted in the updated <br />landscape plan. <br />• 5. Please provide a detailed landscape plan identifying proposed tree and shrub species. <br />o See attached revised landscape plan. <br />• 6. Consider a public restroom if there is outdoor seating/occupancy. <br />o The provided restroom is ADA compliant and would be offered to the public if <br />requested. Many locations have never received such a request after years of <br />operation. This is consistent with other comparable coffee offerings such as Dunn <br />1 <br />
