<br />. <br /> <br />. <br /> <br />. <br /> <br />PAGE 8 <br /> <br />Planning Commission Minute. <br />October 28. 1986 <br /> <br />Mr. Dan Kreuser stated that the building could be moved back to allow <br />more parking. <br /> <br />Discussion was carried on regarding parallel versus angle parking. <br /> <br />It was the consensus <br />thru arrangement with <br />between the street and <br /> <br />that the Planning Commission preferred the drive <br />angle parking. and have a green area be maintained <br />parking lot. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mr. Jerry Smith stated that he felt the daycare center was a great idea <br />and definitely needed and that he would like to see it happen. <br /> <br />Mr. Holmgren stated that his concerns that the building be set back from <br />the street would be taken care of. since the parking would be in front of <br />the building. <br /> <br />Discussion was carried on regarding the need for slower speeds and the <br />possibility of stop signs on Gates Avenue. <br /> <br />Mrs. Barb Kreuser stated that she felt it would not be fair to make the <br />speed zone and stop sign issue part of the conditional use. <br /> <br />Discussion was carried on regarding whether or not there was a need for <br />screeing. <br /> <br />Chairman Wilson asked how many children would be using the facility? <br />Mrs. Jody Kreuser stated that there would be a maximum of 106 children; <br />the ages being infants through six years. and that most of the children <br />would be between the ages of three and six years old. <br /> <br />Discussion was carried on regarding special activities in which the <br />building would be open later than the established 6:00 pm closing time. <br />Mr. & Mrs. Dan Kreuser stated that the only event past 6:00 pm would be <br />the open house in which parents could visit anytime over a two to three <br />hour time period. so there would not be 106 families all coming to the <br />center at one specific time. <br /> <br />Mr. Rohlf stated that the dumpster should be screened and lighting be <br />directed away from neighboring residences. <br /> <br />Mr. Dick Hetland. a local refuse hauler. requested that some flexibility <br />be allowed in screening of dumpsters. as it is getting to be quite <br />difficult to get at some of the dumpsters with the stricter requirements. <br /> <br />COMMI SSIONER FUCHS MOVED TO RECOMMEND THAT THE CITY COUNCIL APPROVE THE <br />CONDITIONAL USE PERMIT REQUEST BY JODYKREUSER FOR A DAYCARE CEm1:R '1'0 BE <br />LOCATED ON LOTS 6 AND 7, BLOCK 4, AUDITORS SUBDIVISION *5 SUBJECT TO THE <br />FOLLOWING CONDITIONS: <br />
