<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 2 <br /> <br />Planning Commission Minutes <br />October 27. 1987 <br /> <br />The Building and Zoning Administrator felt that there would be no problem <br />with this variance request and the staff is encouraging the Planning <br />Commission to recommend approval. <br /> <br />COMMISSIONER BARRETT MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE VARIANCE REQUEST FORA 10 FT. ENCROACHMENT ON THE 25 FT. SIDE YARD <br />SETBACK FOR BOTH BUILDINGS. COMMISSIONER FUCHS SECONDED THE MOTION. THE <br />MOTION PASSED 7-0. <br /> <br />5. Conditional Use Permit by Stoffel Reitsma/Public Hearing. <br /> <br />Chairman Wilson introduced this item. He stated that Stoffel Reitsma is <br />requesting a conditional use permit to allow a kennel for up to twelve <br />dogs. This property is located in an 1-1 zone. and dog kennels are <br />allowed as a conditional use in this zone. <br /> <br />Mr. Reitsma indicated that this would not be strictly a hobby; they <br />would like to breed their dogs. The Reitsma's stated they would be <br />ra1s1ng eight dogs as this was how many would be needed for a dog team. <br />The Reitsma's further indicated they would like to have some dogs on hand <br />other than the eight in case one was sick and couldn't pull the sled. <br />therefore. they would like a license for twelve. <br /> <br />Chairman Wilson stated that in most cases with a request for dog kennels. <br />the biggest concern was the noise problem. <br /> <br />The Reitsma's stated that their dogs would have to be maintained outside. <br />Because of the type of breed they were (Siberian Huskies) they could not <br />be isolated inside. The dogs would stay in a dog house during the night. <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mrs. Van Den Berg indicated that one of the neighbors babysits during the <br />day. and that the Reitsma's are gone a lot of the time. The dogs are <br />used to living outside and it would not be fair to keep them confined. <br />However. she does feel the noise would be a problem because she hears the <br />dogs bark during the day when the Reitsma's are at work. <br /> <br />Chairman Wilson indicated that it did not matter how many dogs there were <br />going to be. the noise problem was the issue. Chairman Wilson felt that <br />some sort of sound proofing would be the best answer. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND TO THE CITY COUNCIL. APPROVAL OF <br />THE CONDITIONAL USE PERMIT REQUEST BY STOFFEL REITSMA TO ALLOW A KENNEL <br />IN AN A-1 ZONED DISTRICT WITH THE FOLLOWING CONDITIONS: <br /> <br />1. <br /> <br />A ONE YEAR REVIEW OF THI S <br />STIPULATION THAT ADDITIONAL <br />TIME.
