Conditional Use Permit by Joseph Spengler & Joe Magney/Public Hearing <br /> <br />Chairman Wilson introduced this item. He stated that Joseph Spengler <br />and Joe Magney have applied for a conditional use permt to allow a <br />kennel in an A-1 zoned area to allow a kennel on Lot 6. Block 2. <br />Greenhead 2nd Addition. Chairman Wilson indicated that the intent was <br />to build a home on the property and to house up to nine springer <br />spaniels in the home. <br /> <br />. <br /> <br />Chairman Wilson questioned the applicants whether they intended for this <br />to be a business for retail services. Both applicants stated this was <br />strictly a hobby. raising springer spaniels for breeding and showing. <br />and that the cost to them would be very high. The applicants stated <br />they had raised springer spaniels in their home in Plymouth and they <br />have never had any complaints from the neighbors in that area. They <br />further commented that they had obtained a petition from that area <br />s~gned by neighboring residents which stated there was no problem with <br />the dogs. <br /> <br />Mr. Spengler stated he had talked to Pastor Maupin after he had voiced <br />his opposition to the proposal. and has eased Pastor Maupin's concerns. <br /> <br />The applicants <br /> <br />dogs. however. <br />applicants were <br />were home. <br /> <br />stated their intention was to fence in the yard for the <br />the dogs would be kept in the house whenever the <br />not at home and would be strictly supervised when they <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Mark Bay of 20779 York Street stated his concern regarding noise. He <br />further commented on a protective covenant with the property which <br />prohibited breeding and maintaining of dogs. He indicated that the <br />surrounding property owners will try to enforce the protective covenant. <br /> <br />Chairman Wilson read a letter from Duane Kropuenske stating he was in <br />favor of the request as a neighboring property owner. <br /> <br />. <br /> <br />There being no further comments from the public, Chairman Wilson closed <br />the public hearing. <br /> <br />The Planning Commission discussed the barking of the <br />nuisance to the neighbors.
