<br />Page 3 <br /> <br />. <br /> <br />Planning Commission Minutes <br />August 25. 1987 <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE CONDITIONAL USE PERMIT REQUESTED BY BARTHEL CONSTRUCTION TO ALLOW A <br />CAR WASH ON LOT 3. BLOCK 1. OF ELK RIVER PLAZA 2ND ADDITION WITH THE <br />UNDERSTANDING THAT THERE WILL BE THREE SEPARATE BUILDINGS ON THREE <br />SEPARATE LOTS. COMMISSIONER BARRETT SECONDED THE MOTION. THE MOTION <br />CARRIED 6-0. <br /> <br />7. Site Plan Review by Barthel Construction <br /> <br />Chairman Wilson eXplained that Barthel Construction is requesting a site <br />plan review for three buildings on the three lots proposed in Elk River <br />Plaza 3rd Addition. He noted that on Lot 1 there is a proposed office <br />building. Lot 2 a furniture store and Lot 3 a car wash. <br /> <br />The Building and Zoning Administrator discussed with the Commission the <br />Fire Chief's concerns which include the following: Without another fire <br />hydrant within Elk River Plaza 3rd Addition. hoses would have to run <br />across Freeport; that the 15 foot drive east of the proposed car wash be <br />marked "Fire Lane. No Parking;" and that the parking stall in front of <br />the main entrance to the furniture store be eliminated and striped for <br />no parking to provide egress from that building in case of fire. <br /> <br />. <br /> <br />The Building and Zoning Administrator stated that the City Engineer has <br />reviewed the site plan. <br /> <br />Skip Sorenson. architect. presented site plan drawings to the Planning <br />Commission and public which were drawn up after Staff met with Barthel. <br />therefore. the site plan did represent Staff's concerns. <br /> <br />Discussion was held regarding <br />store. It was indicated that <br />proposed for drainage purposes <br />behind the building. <br /> <br />the landscaping south of the furniture <br />6" surmountable concrete curb was <br />and because of a sewer line running <br /> <br />The Planning Commission discussed lighting and whether 1 foot or 3 foot <br />candles would be appropriate. It was noted that the lighting shall be <br />directed to the buildings and not in the street. <br /> <br />Chairman Wilson stated his concern as to whether there was an adequate <br />buffer zone south of the furniture store. The Building and Zoning <br />Administrator noted that the abutting property was R-4 zoning. <br /> <br />The dumpsters were also discussed and it was noted that they would be <br />screened. <br /> <br />. <br /> <br />Carol Mills representative of Guardian Angels Nursing Home. stated her <br />concern with the southern end of the property behind the furniture <br />store. She indicated the Planning Commission should consider the <br />appearance for a buffer zone. She also commented on the fact that the <br />sidewalk to the shopping center has not yet been completed. <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND APPROVAL OF THE SITE PLAN FOR ELK <br />RIVER PLAZA 3RD ADDITION WITH THE FOLLOWING STIPULATIONS: <br />
