<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 7 <br /> <br />Elk River Planning Commission Minutes <br />September'22. 1987 <br /> <br />Chairman Wilson opened the public hearing. <br /> <br />Robert Nelson who lives at 20620 Concord Street NW stated his opposition <br />to the request. <br /> <br />Tom Meyers of 19055 Pascal Street NW was against the request because of <br />the noise and depreciation of his property. if a kennel was allowed. <br /> <br />Charlie Naig was also against the request because of the noise. <br /> <br />Dave Carlson stated his opposition to the request because of noise and <br />residential depreciaton. <br /> <br />Charlie Smith was against the request because of the noise. <br /> <br />Chairman Wilson closed the public hearing. <br /> <br />Commissioner Kropuenske felt he had to deny the request because of <br />nature of the area and this commercial use would be detrimental <br />to property values. and also because of the individual concerns. <br /> <br />COMMI SSIONER KROPUENSKE MOVED TO RECOMMEND TO THE CITY COUNCIL DENIAL or <br />THE CONDITIONAL USE PERMIT TO RUN A COMMERCIAL DOG KENNEL. COMMISSIONER <br />FUCHS SECONDED THE MOTION. THE MOTION CARRIED 5-1. COMMISSIONER <br />KIMBALL VOTING NAY BECAUSE THIS WAS 20 ACRES. AND RURAL ENOUGH '1'0 ALLOW <br />THIS USE. <br /> <br />14. <br /> <br />Signage Request by Barthel Construction <br /> <br />Chairman Wilson noted Barthel Construction is proposing 80 sq. ft. total <br />signage for their office/retail building on Lot 1. Block 1. Elk River <br />Plaza 3rd Addition. This would consist of a 32 sq. ft. wall mounted sign <br />and a 15 ft. high 48 sq. ft. free standing sign. <br /> <br />The car wash on Lot 3. Block 1, Elk River Plaza 3rd Addition is proposing <br />three signs also. Two of these signs are wall mounted totalling 96 sq. <br />ft. The third sign is a 5.5 ft. high 40 sq. ft. free standing sign <br /> <br />COMMISSIONER BARRETT MOVED TO RECOMMEND APPROVAL OF THE SIGNAGE REQUEST <br />fOR BARTHEL CONSTRUCTION AS PRESENTED WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. NO LIGHTING FOR THESE SIGNS BEFORE 6:30 P.M. AND AFTER 10:00 P.M. <br /> <br />2. THE LIGHTING MUST BE DIRECTED AWAY FROM RIGHT-OF-WAY AND ADJACENT <br />DWELLINGS. <br /> <br />3. THAT THE FREESTANDING SIGNS NOT BE A VISIBILITY PROBLEM FOR TRAFFIC. <br /> <br />4. <br /> <br />THAT THE FREESTANDING SIGN FOR THE OFFICE/RETAIL BUILDING BE LOWER <br />IN HEIGHT TO 8 FT. OR LESS AND HAVE NO CHANGEABLE COPY. <br /> <br />COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION PASSED 6-0. <br />
