Sign Request by the Elk River Plaza Theater <br /> <br />The Building and Zoning Administrator noted that Barthel Construction is <br />requesting signage for the proposed theater in the expansion of the Elk <br />River Plaza. A representative for the theater stated he was proposing to <br />have six signs, one for each theater, with a total of 768 square feet of <br />signage on the Highway 169 side of the building. <br /> <br />Commissioner Fuchs stated he felt this amount of signage was excessive. <br />Commissioner Kropuenske stated that Hagen's County Market was turned down <br />for a similiar type sign because of the possibility of creating a driving <br />hazard. <br /> <br />The Theater representative stated that his business relies heavily on the <br />marquee advertising especially since Elk River Star News has deadlines <br />and they can't always get the advertisement for the movies in the paper <br />and meet the deadline. <br /> <br />Chairman Wilson stated <br />advertises the movies. <br />advertise by signage. <br /> <br />he would like to be able to see a sign which <br />He stated he felt the theater should be able to <br /> <br />Commissioners Temple and Kropuenske both indicated they would like to see <br />the theater advertise the theater on the highway side and to advertise <br />the movies on the other side of the building. Chairman Wilson stated he <br />felt a sign advertising the movies on the Highway 169 side of the <br />building would be better than on the Freeport Avenue side. <br /> <br />COMMISSIONER KROPUENSKE MOVED TO RECOMMEND TO THE CITY COUNCIL DENIAL OF <br />THE SIGN REQUEST FOR THE THEATER BASED ON THE EXCESSIVE AMOUNT OF SIGNAGE <br />REQUESTED AND THE DISTRACTION TO TRAFFIC ON HIGHWAY 169. COMMISSIONER <br />MORTON SECONDED THE MOTION. THE MOTION PASSED 6-1. CHAIRMAN WILSON <br />VOTED AGAINST THE MOTION. <br /> <br />Discussion took place regarding the type and size of signage the Planning <br />Commission would recommend to the City Council for the theater. <br /> <br />It was the consensus of the Planning Commission to allow 500 square feet <br />of signage for the theater to be split between the rear and front of the <br />building with no changeable copy to be allowed on the 169 side of the <br />building and further that the lights be turned off 15 minutes after the <br />last show has started. <br /> <br />The Planning Commission then discussed what signage regulations the other <br />mall expansion tenants should be following; the new sign ordinance <br />regulations or the signage allowed according to the sign resolution for <br />the original mall tenants. <br /> <br />COMMI SSIONER MORTON MOVED TO RECOMMEND TO THE CITY COUNCIL THAT THE ELK <br />RIVER MALL CONTINUE WITH THE SIGNAGE ALLOWED IN THE SIGN RESOLUTION FOR <br />THE ORIGINAL MALL TENANTS WITH THE EXCEPTION OF THE THEATER. <br />COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION PASSED 7-0. <br />
