THE MOTION CARRIED 5-0. 9. Consider Conditional Use Permit (Expansion of Parking Area) by Elk River Ford/P.H. Elk River Ford is requesting a conditional use permit to expand the parking lot to accommodate more new and used car displays at 17219 Highway 10. Discussion was held on screening between the subject area and the single family residence located to the south. Mr. Powell stated that he would do what was recommended when the time comes in regards to fencing. Commissioner Kimball questioned the signage. It was noted that there is a large free-standing sign that is grandfathered-in. Chairman Kropuenske opended the public hearing. There being no one for or against the item. Chairman Kropuenske closed the public hearing. COMMISSIONER KIMBALL MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE CONDITIONAL USE PERMIT (EXPANSION OF A PARKING AREA) BY ELK RIVER FORD WITH THE FOLLOWING STIPULATIONS: 1. THAT THE DRAINAGE PLAN BE ACCEPTABLE TO THE CITY ENGINEER 2. THAT THE CAR WASH BE USED SOLELY BY ELK RIVER FORD FOR CAR DETAILING. 3. THAT LIGHTING FOR THE LOT BE DIRECTED AWAY FROM ADJACENT USES. COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION CARRIED 5-0.
