THAT THID II SCDINING BETWEEN BUILDINGS 1 & 2 AND THERE BE A FENCE ON <br />THE NORTH SIDE OF THE BUILDING TO THE PROPERTY LINE. <br /> <br />3. THAT PARKING STALL 14 BE ELIMINATED AND STALLS 1 1. 2 AND 3 BE MOVED <br />OVER TO THE PROPERTY LINE. <br /> <br />4. THAT PARKING AND DRIVES BE HARD SURFACED. <br /> <br />COMMISSIONER OLSEN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />9. Consider Conditional Use Permit (Expansion of Parking Area) by Elk River <br />Ford/P.H. <br /> <br />Elk River Ford is requesting a conditional use permit to expand the <br />parking lot to accommodate more new and used car displays at 17219 Highway <br />10. <br /> <br />Discussion was held on screening between the subject area and the single <br />family residence located to the south. Mr. Powell stated that he would do <br />what was recommended when the time comes in regards to fencing. <br /> <br />Commissioner Kimball questioned the signage. It was noted that there is a <br />large free-standing sign that is grandfathered-in. <br /> <br />Chairman Kropuenske opended the public hearing. There being no one for or <br />against the item. Chairman Kropuenske closed the public hearing. <br /> <br />COMMISSIONER KIMBALL MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THE CONDITIONAL USE PERMIT (EXPANSION OF A PARKING AREA) BY ELK RIVER FORD <br />WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE DRAINAGE PLAN BE ACCEPTABLE TO THE CITY ENGINEER <br /> <br />2. THAT THE CAR WASH BE USED SOLELY BY ELK RIVER FORD FOR CAR DETAILING. <br /> <br />3. THAT LIGHTING FOR THE LOT BE DIRECTED AWAY FROM ADJACENT USES. <br /> <br />COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Commissioner Kimball <br />single family home <br />Screening shall be of <br />home owner. <br /> <br />noted that screening between the applicant and the <br />located to the south be provided in the future. <br />a type acceptable to the City. the applicant and the <br /> <br />10. 11. & 12. Consider Zone Change. Conditional Use Permit and License <br />Request by Elk River Landfi1l/P.H. <br /> <br />Chairman Kropuenske noted that there was an informational meeting on the <br />19th and there would be another meeting on August 10th at the Elk River <br />Senior High at 7:00 p.m. <br /> <br />Steve Rohlf went through the seven major issues as presented in the memo. <br />He further noted seven other issues of importance from the memo. <br />
