Consider Variance Request and Multiple Principal Buildings by St. Andrew Church/Public Hearing Mr. Steve Shurt from St. Andrew Church stated why they felt that they met the standards for their request: 1. If the structure were not aligned as requested. the doors of the temporary building and the existing building would not align. This could be a hazard in an emergency. 2. The temporary structure does not have rest rooms. It would allow for better flow of traffic if it could be located as requested. 3. The temporary structure when be in the way of the permanent it were at the required setback. structure may constructed if Chairman Kropuenske opened the public hearing. There being no one for or against the item. Chairman Kropuenske closed the public hearing. COMMISSION KIMBALL MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE VARIANCE REQUEST BY ST. ANDREWS CHURCH FOR A 17 FOOT ENCROACHMENT ON THE 30 FOOT FRONT YARD SETBACK REQUIREMENT AND A SECOND PRINCIPAL BUILDING ON THE LOT. COMMISSIONER JOHNSON SECONDED THE MOTION. THE MOTION PASSED 5-0. 6. Signage Information/Barrington Place PUD Staff felt it appropriate to inform the Planning Commission that several new signs will be installed at 592 Dodge Avenue. Building "A." The new signs are of a similar design as Domino's and Bates Video signs. Signs B. C. and D will be single lettering attached to the building. The signs are consistent with previous signage approval for this building. 7. Site Plan Review/Barrington Place PUD Steve Bjork introduced the item by stating that Gary Santwire is requesting a site plan approval for Lot 3. Block 6. Barrington Place. The proposed plan calls for the construction of a 8.530 square foot retail shopping center. Staffs only major concern is that he construct a spillway of concrete to eliminate the potential of erosion. Commissioner Fuchs questioned if the shopping center was going to be built on the parking lot of Goodyear Tire. Mr. Santwire noted that Goodyear's parking lot is three feet from the property line. Mr. Santwire stated that the building elevation would be equal to or 1 foot above Goodyear Tire. He also noted that the holding pond was private property and calculations have been made for its capacity taking into account Lot 3. Block 6. as developed. Commissioner Olsen asked what materials are to be used in construction. Mr. Santwire said it would be a stucco finish with color treatment on the awnings along the entire building.
