Consider Variance Request and Multiple Principal Buildings by St. Andrew <br />Church/Public Hearing <br /> <br />Mr. Steve Shurt from St. Andrew Church stated why they felt that they met <br />the standards for their request: <br /> <br />1. If the structure were not aligned as requested. the doors of the <br />temporary building and the existing building would not align. <br />This could be a hazard in an emergency. <br /> <br />2. The temporary structure does not have rest rooms. It would allow <br />for better flow of traffic if it could be located as requested. <br /> <br />3. <br /> <br />The temporary <br />structure when <br /> <br />be in the way of the permanent <br />it were at the required setback. <br /> <br />structure may <br />constructed if <br /> <br />Chairman Kropuenske opened the public hearing. There being no one for or <br />against the item. Chairman Kropuenske closed the public hearing. <br /> <br />COMMISSION KIMBALL MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE <br />VARIANCE REQUEST BY ST. ANDREWS CHURCH FOR A 17 FOOT ENCROACHMENT ON THE <br />30 FOOT FRONT YARD SETBACK REQUIREMENT AND A SECOND PRINCIPAL BUILDING ON <br />THE LOT. COMMISSIONER JOHNSON SECONDED THE MOTION. THE MOTION PASSED <br />5-0. <br /> <br />6. <br /> <br />Signage Information/Barrington Place PUD <br /> <br />Staff felt it appropriate to inform the Planning Commission that several <br />new signs will be installed at 592 Dodge Avenue. Building "A." The new <br />signs are of a similar design as Domino's and Bates Video signs. Signs B. <br />C. and D will be single lettering attached to the building. The signs are <br />consistent with previous signage approval for this building. <br /> <br />7. Site Plan Review/Barrington Place PUD <br /> <br />Steve Bjork introduced the item by stating that Gary Santwire is <br />requesting a site plan approval for Lot 3. Block 6. Barrington Place. The <br />proposed plan calls for the construction of a 8.530 square foot retail <br />shopping center. Staffs only major concern is that he construct a <br />spillway of concrete to eliminate the potential of erosion. <br /> <br />Commissioner Fuchs questioned if the shopping center was going to be built <br />on the parking lot of Goodyear Tire. Mr. Santwire noted that Goodyear's <br />parking lot is three feet from the property line. <br /> <br />Mr. Santwire stated that the building elevation would be equal to or 1 <br />foot above Goodyear Tire. He also noted that the holding pond was private <br />property and calculations have been made for its capacity taking into <br />account Lot 3. Block 6. as developed. <br /> <br />Commissioner Olsen asked what materials are to be used in construction. <br />Mr. Santwire said it would be a stucco finish with color treatment on the <br />awnings along the entire building. <br />
