<br />. <br /> <br />. <br /> <br />. <br /> <br />MINUTES OF THE ELK RIVER PLANNING COMMISSION <br />MEETING HELD AT THE ELK RIVER CITY HALL <br />MAY 17. 1988 <br /> <br />Members Present: <br /> <br />Chairman Kropuenske. Commissioners Fuchs. <br />Johnson. Morton. Kimball and Barrett <br /> <br />Members Absent: <br /> <br />Commissioner Olsen <br /> <br />Staff Present: <br /> <br />Stephen Rohlf. Building & Zoning Administrator <br /> <br />1. Pursuant to due call and notice thereof. the meeting of the Elk River <br />Planning Commission was called to order at 8:01 p.m. <br /> <br />2. Consider Site Plan Review for Big Wheel Auto <br /> <br />Stephen Rohlf. Building & Zoning Administrator. introduced the item. He <br />explained that Big Wheel Auto has proposed a revised building elevation. <br />which is also proposed to be colored rock faced concrete block. but <br />without the colored mansard. Big Wheel Auto is now in the center of the <br />building to make its presence known more readily to the public. Also. <br />the drive widths between parking have been reduced to 24 ft. minimum <br />which exceeds the 20 ft. minimum requirement by the Fire Chief Russ <br />Anderson. <br /> <br />Discussion was held on service entrances. Carey Lyons could not foresee <br />loading docks but would have up to five service entrances on the back of <br />the building. One serving each occupant. <br /> <br />Carey Lyons stated that a driveway was to be moved to avoid an existing <br />fire hydrant. <br /> <br />Signage was discussed and tabled until the next Planning Commission <br />meeting. <br /> <br />COMMISSIONER MORTON MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF <br />THI SITI PLAN FOR BIG WHEEL AUTO WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT SIGNAGE BE REVIEWED BY PLANNING COMMISSION AND APPROVED BY THE <br />CITY COUNCIL. <br /> <br />2. THAT ALL PARKING. LOADING AND DRIVE AREAS BE HARD SURFACED . <br /> <br />3. THAT LIGHTING BE LIT TO A MINIMUM OF 1-1/2 FT. CANDLES THAT BE <br />DIRECTED AWAY FROM ADJACENT RESIDENTIAL AND ROAD RIGHT-OF-WAY. <br /> <br />4. THAT TWO PARKING SPACES ADJACENT TO THE MAIN ACCESS INTO THE <br />BUILDING BE LEFT OPEN FOR A FIRE ACCESS FOR EXITING THE BUILDING AND <br />FIRE FIGHTING. <br /> <br />3. 'l'MI t(W)INO ARIAS ASSOCIATED WITH THE SITE BE DESIGNED ON THE SITE <br />PLAN AND STRIPID SO THAT IT IS NOT TAKEN UP WITH PARKING. <br />
