The Planning Commission felt, as staff did, that air emissions at UPA was a critical part of their permit. Staff indicated that the City should have the benefit of those test results prior to renewing UPA' s permits for two years. The Planning Commission was in agreement with staff and is recommending to the City Council a temporary extension to both NSP's and UPA' s license and conditional use permit to be granted until the end of April, 1990. It was the consensus of staff and Planning Commission that NSP' s facility should be acted on at the same time as UPA's, since the two facilities were so interrelated. Chairman Kimball opened the public hearing. Darlene Solberg of 9912 NE Parrish questioned whether the noise problem would be further addressed at the April meeting. e Rita Schmall from the Cargill Research Farm was concerned with the lack of control of garbage on the roads and in their fields. Ms. Schmall questioned whether NSP could put up some type of fencing to control the paper problem. Glen Kass, plant superintendent, addressed this concern indicating that they have a regular maintenance program that does a policing of the building and area once every two weeks. Mr. Kass stated that they are looking at better containment on their property to help control the problem. Staff indicated that they will follow up with these concerns and hopefully have some answer by the April meeting. Mr. Kass further indicated that they are requesting a modification of their original permit to be able to haul residue on Sundays which is currently prohibited. Mr. Kaas explained that NSP has found that the inability to haul residue on Sunday has somewhat restricted operations. Chairman Kimball indicated that the public hearing would be continued to allow for additional testimony at the April meeting. COMMISSIONER EBERLEY MOVED THAT IN THE INTEREST OF CONTINUING THE PUBLIC HEARING AND COLLECTING ADDITIONAL DATA TO GET A MORE COMPLETE PICTURE THAT WE RECOMMEND TO THE CITY COUNCIL A TEMPORARY EXTENSION OF NSP'S CONDITIONAL USE PERMIT UNTIL APRIL 30, 1990.
