He further idicated that they <br />should have the results by the beginning of March. The Planning <br />Commission felt, as staff did, that air emissions at UPA was a critical <br />part of their permit. Staff indicated that the City should have the <br />benefit of those test results prior to renewing UPA' s permits for two <br />years. The Planning Commission was in agreement with staff and is <br />recommending to the City Council a temporary extension to both NSP's <br />and UPA' s license and conditional use permit to be granted until the <br />end of April, 1990. It was the consensus of staff and Planning <br />Commission that NSP' s facility should be acted on at the same time as <br />UPA's, since the two facilities were so interrelated. <br /> <br />Chairman Kimball opened the public hearing. <br /> <br />Darlene Solberg of 9912 NE Parrish questioned whether the noise problem <br />would be further addressed at the April meeting. <br /> <br />e <br /> <br />Rita Schmall from the Cargill Research Farm was concerned with the lack <br />of control of garbage on the roads and in their fields. Ms. Schmall <br />questioned whether NSP could put up some type of fencing to control the <br />paper problem. Glen Kass, plant superintendent, addressed this concern <br />indicating that they have a regular maintenance program that does a <br />policing of the building and area once every two weeks. Mr. Kass stated <br />that they are looking at better containment on their property to help <br />control the problem. Staff indicated that they will follow up with <br />these concerns and hopefully have some answer by the April meeting. <br /> <br />Mr. Kass further indicated that they are requesting a modification of <br />their original permit to be able to haul residue on Sundays which is <br />currently prohibited. Mr. Kaas explained that NSP has found that the <br />inability to haul residue on Sunday has somewhat restricted operations. <br /> <br />Chairman Kimball indicated that the public hearing would be continued <br />to allow for additional testimony at the April meeting. <br /> <br />COMMISSIONER EBERLEY MOVED THAT IN THE INTEREST OF CONTINUING THE <br />PUBLIC HEARING AND COLLECTING ADDITIONAL DATA TO GET A MORE COMPLETE <br />PICTURE THAT WE RECOMMEND TO THE CITY COUNCIL A TEMPORARY EXTENSION OF <br />NSP'S CONDITIONAL USE PERMIT UNTIL APRIL 30, 1990.
