When you create a slope greater than 4 to 1 and it <br />is man-made it should be addressed and part of the addressing is the erosion <br />control. <br /> <br />Gerald Smith arrived at this time. <br /> <br />Dan Voss, City Attorney, suggested that each lot be addressed one at a time <br />and have the homeowner identify himself. <br /> <br />Cliff informed the people that this meeting is being taped. The following <br />people introduced themselves: Cliff Skogstad, Building Official for the <br />City of Elk River; Terry Zajac, Residential Building Inspector; Steve Rohlf, <br />B & Z Administrator; Duane Kropuenske, Council man from Ward 2; Dan Voss, <br />City Attorney for the City of Elk River. <br /> <br />Cliff - What I think were going to do since everyone has kind of reviewed <br />this is to go lot from lot and we will address it that way. If you have any <br />concerns or questions as far as the corrections, again these are just <br />corrections at this point, they do have to be addressed prior to winter, but <br />right now it is an informational meeting, and if anyone has concerns. Is <br />there anyone here that owns lot 3 in Deerfield 3rd Addition? <br /> <br />. <br /> <br />Richard Petrick indicated that he owned lot 3, block 12. <br /> <br />Cliff - Have you seen the corrections that need to go on there? <br /> <br />Steve suggested that Richard step forward to see what the plans look like as <br />far as the retaining wall, tuck under garage, 4 to 1 slope, silt fencing. <br />Again with all this stuff as far as erosion control that is 3 in. of top <br />soil, highway mix installed, blanketing all the way through, also the silt <br />fencing. What were trying to do is eliminate this problem right now for <br />erosion. What happens when this large of an area is being developed with <br />any kind of rain we get all the dirt and sediments washing down into Baldwin <br />Street or the cul-de-sac or whatever. We have to address it right now <br />especially being such a large area. Do you have any problem with the <br />corrections? <br /> <br />Richard's indicated none. <br /> <br />Cliff - Anyone here with Lot 4? <br /> <br />Steve -1 think before you go off Lot 3, what is your understanding of who is <br />going to do these corrections that are going to be required by the City? <br /> <br />Richard Petrick - As far as retaining walls, Jerry was going to take care of <br />them. <br /> <br />Steve - As far as the fill that is needed to create the 4 to 1 slope, silt <br />. fencing, seeding and stabilizing slopes was that Jerry also? <br /> <br />Jerry -Were taking care of the whole thing. <br /> <br />Steve - The whole hill itself? <br />
