<br />Elk River Planning Commission <br />October 27, 1992 <br /> <br />Page <br /> <br />4 <br /> <br />. <br /> <br />Commissioner Johnson informed the Planning Commission that she would <br />abstain from voting and discussion on this item as Mr. Gow is a family <br />friend. <br /> <br />Chairman Nadeau opened the public hearing. <br /> <br />Paul Juenemann, 20633 Meadowvale Road, advised the Planning Commission <br />that he owns property on two sides of Mr. Gow and is not interested in <br />developing his property at this time. The drive leading into Mr. Gow's <br />property (205th Avenue) is a private drive. stephen Rohlf responded <br />that 205th Avenue actually has an easement dedicated to the City for <br />roadway purposes. <br /> <br />Marilyn VanPatten, 20455 Meadowvale Road, commented that she had no <br />objections to the variance request. <br /> <br />Cathy Juenemann, 20633 Meadowvale Road, questioned how an easement <br />which is on their property could be used to develop Mr. Gow's property <br />without their permission. While the surrounding property did not have <br />immediate plans for developing, how long would this temporary <br />cul-de-sac would be in existence? Mr. Rohlf replied that this issue <br />regarding the easement for 205th Avenue will need to be resolved at the <br />time of the plat approval. <br /> <br />. <br /> <br />Jeff Mastley, 19857 Zebulon street NW, inquired about the effect the <br />proposed development would have on the St. Louis Park Sportsman Club <br />property. Mr. Rohlf answered that during the platting of Mr. Gow's <br />property the City would obtain easements to make logical future <br />extensions of road to the Sportsman Club. <br /> <br />Mr. Gow emphasized the inevitability of surrounding property <br />developing and that he is incurring the expense being the first owner <br />to develop. <br /> <br />There being no further comments, Chairman Nadeau closed the public <br />hearing. <br /> <br />Commissioner Minton called attention to the location of the existing <br />house as well as the trees on the property. Mr. Gow stated that the <br />house would have to be relocated as it is in the path of the proposed <br />road. Furthermore, he would like to live on one of the lots after the <br />property is developed and is planning to leave as many trees as <br />possible. <br /> <br />Cathy Juenemann, 20633 Meadowvale <br />problems with trespassers on their <br />only increase with more neighbors. <br /> <br />Road, warned that they have had <br />property thus, these problems would <br /> <br />. <br /> <br />Commissioner Eberley referred to the safety factor in allowing an 1,100 <br />foot dead-end road. She also suggested that the Planning Commission <br />make its recommendation contingent on a plat approval. Mr. Rohlf <br />replied that there are concerns that need to be addressed before a plat <br />can be approved and that this variance should be contingent on the plat. <br />
