THE MOTION CARRIED 6-0-1, COMMISSIONER EBERLEY <br />ABSTAINED FROM THE VOTE AS SHE WAS NOT PRESENT AT THE SEPTEMBER 22, <br />1992 PLANNING COMMISSION MEETING WHEN A CONSENSUS ON THE SIGN ISSUE WAS <br />REACHED. <br /> <br />14. Review Tax Increment Financing Plan for Tax Increment Financing <br />District No. 11 <br /> <br />Janelle Szklarski, Zoning Assistant, briefly <br />reported that the Planning Commission was <br />consistency with the Growth Management Plan. <br /> <br />reviewed this item and <br />to review the plan for <br /> <br />COMMISSIONER MINTON MOVED TO APPROVE RESOLUTION 92-103, A RESOLUTION OF <br />THE ELK RIVER PLANNING COMMISSION FINDING THE ECONOMIC DEVELOPMENT <br />AUTHORITY TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING <br />DISTRICT NO. 11, LOCATED WITHIN DEVELOPMENT DISTRICT NO. 1 TO BE <br />CONSISTENT WITH THE COMPREHENSIVE PLAN FOR THE CITY OF ELK RIVER. <br />COMMISSIONER TVEITE SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />15. Other Business <br /> <br />Stephen Rohlf, Building and Zoning Administrator, briefly discussed <br />several topics of interest which included the State Enabling Act <br />currently under review and a book regarding mineral reclamation plans <br />in the State of Minnesota. <br /> <br />Mr. Rohlf explained that he had a meeting with Mr. Peter Beck, City <br />Attorney, and Bill Weber, City Planning Consultant, regarding issues <br />such as the creation of a business park zone, the creation of two <br />highway commercial zones, the elimination of the 2 1/2 acre residential <br />zone, the addition of a green space requirement in the city's <br />ordinance, and use of PUD's within the city. Commissioner Eberley <br />mentioned that she was happy to see discussions such as this and felt <br />that these topics should be incorporated into the Planning Commissions <br />review of the Comprehensive Plan for this city when that takes place. <br /> <br />Commissioner spotts recounted the upper <br />Conference he attended in st.
