Larry Ebert stated that the storage will <br />not increase, however it will be moved from the east to the west side <br />and would therefore be less visible to the public. <br /> <br />Commissioner Minton questioned why the issue of the City planting trees <br />is a stipulation of this request as it is the City's responsibility to <br />fulfill this obligation. Steve Rohlf stated that the trees would be <br />planted on the Elk River Machine property and therefore approval from <br />Elk River Machine was needed. <br /> <br />COMMISSIONER SPOTTS MOVED TO RECOMMEND APPROVAL OF THE CONDITIONAL USE <br />PERMIT FOR ELK RIVER MACHINE CITING STAFF'S MEMO DATED SEPTEMBER 16, <br />1992, SUBJECT TO THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THEIR EXISTING PARKING LOT IS STRIPED. <br /> <br />2. <br /> <br />THAT THE PROPOSED ADDITIONAL PARKING LOT IS HARDSURFACED AND <br />STRIPED. FURTHER, THAT ACCESS TO THIS PARKING LOT IS FROM THE ELK <br />RIVER MACHINE PROPERTY OR THAT THEY SECURE AN EASEMENT. <br /> <br />3. THAT ELK RIVER MACHINE PROVIDE ACCESS TO THEIR PROPERTY FOR THE <br />CITY TO PLANT TREES. <br /> <br />COMMISSION TVEITE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COMMISSIONER SPOTTS MOVED TO RECOMMEND APPROVAL OF THE COMBINATION OF <br />LOTS WHICH WOULD ADD ANOTHER BUILDING ON THE SAME LOT. COMMISSIONER <br />MINTON SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />A 10 minute recess was taken at this time. <br /> <br />10. Consider Ordinance Amendment to Section 900.22 Sign Regulations/City <br />of Elk River/Public Hearing <br /> <br />Janelle Szklarski, Zoning Assistant, stated that there were four issues <br />to be discussed in regards to the sign ordinance. <br /> <br />Large Commercial Signs Ms. Szklarski introduced this item by <br />stating that staff was recommending that wall signage in the C3 <br />district be increased to 2 square feet of sign area for each linear <br />foot of building frontage and that the maximum size of wall signage be <br />increased from 128 square feet to 300 square feet. Steve Rohlf, <br />Building and Zoning Administrator, added that staff is also <br />recommending that there be a mechanism to allow more than two wall <br />signs per tenant as some businesses have frontage on three sides and <br />may need additional wall signage. <br />
