(4)

$120,000 is in the tax levy resolution for equipment certificates. On a 5 year plan, the
equipment certificate levy amount could decrease each year. See the attached 2006
capital outlay page shows which items will be purchased with equipment certificates.

(5)

Eliminate budget gap by way of an equipment reserve transfer into the general fund.
(This amount will be reduced due to an adjustment in the Ice Arena budget and
subsequently the needed transfer amount from the general fund. This amount could
also be reduced if the Council makes any cuts the capital outlay requests.)

*

This budget approach leaves $384,850 worth of capital outlay items in the general
fund; however, $90,950 of this total is being financed by way of an equipment
reserve transfer in.

*

The city will not make the fire truck payment that is part of the 2005 equipment
certificates with reserves as the interest rate on these equipment certificates is very
good. This interest rate is less than what we expect to pay on future equipment
certificates.

s: \ADMIN\Budget\Budget Notes09120S.doc
