ALONG THE WEST ELEVATION OF THE BUILDING, EITHER A CONTINUATION OF BRICK <br />OR THE ADDITION OF FOUNDATION SHRUBS BE PROVIDED. <br /> <br />COMMISSIONER KREGER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6 & 7. Consider Land Use Amendment Request by Marv Prochaska, Public Hearinq, <br />Case No. LUA 93-1 , and Land Use Amendment Request by Country Ridqe <br />Partnerships, Public Hearinq, Case No. LUA 93-2 <br /> <br />Staff report presented by Steve Ach. Mr. Ach explained that planning cases <br />numbers LUA 93-1 and LUA 93-2 would be incorporated into one report and <br />presented together due to the similar type of request, proximity to one another, <br />and both sharing the same planning issues. The two applications include a 20 <br />acre parcel and a 24 acre parcel, lying west of Joplin Street alignment and east <br />of Sherburne County Government Center. <br /> <br />Jay Johnson, 2619 Coon Rapids Boulevard, Coon Rapids, stated that he feels the <br />proposed use is appropriate for this area. <br /> <br />. <br /> <br />Gary Colby, Project Manager with Menards, stated that due to the PUD, the City <br />will have a lot of input in the proposal. Menards would also like to bring in other <br />users, Le., shopping mall. <br /> <br />Chairman Tveite opened the public hearing. <br /> <br />Spencer Pierce, 13700-182nd Avenue, Elk River, expressed concern regarding the <br />land use change to Highway Business due to the increase in traffic noise. <br /> <br />David Raymond, 13686 Riverview Drive, Elk River, feels this type of use does not fit <br />into this area - a residential neighborhood. <br /> <br />Shari Patterson, 18363 Naples, Elk River, opposed to the proposed project due to <br />increased noise levels, additional lights, etc. <br /> <br />Lynn Endorf. 13747-183rd Avenue, Elk River, stated opposition to the proposed site, <br />not to having a Menards in Elk River. <br /> <br />Patrick Dwyer, 11960-194th Circle, Elk River, Chairman of the Business Park Task <br />Force, outlined the history of the Task Force. Mr. Dwyer stated that the Task Force <br />is not opposed to a Menards, however, there was concern regarding loosing <br />industrial property sites. In addition, the Task Force is in the process of a grant <br />proposal (which must be site specific) regarding this site. <br /> <br />Commissioner Kuester arrived at this time, approximately 8: 15 p.m. <br /> <br />. <br /> <br />Jay Johnson discussed offering the Business Park 20 acres south of the east parcel <br />and a restaurant along the highway. <br />
